Refuse District Manager
Nature of Position:
The District Manager is responsible for overseeing all aspects of the Refuse District’s solid waste management program, including day-to-day operations, long range planning, budget development, personnel, legal and financial management, direction of subcontractors and consultants, and liaison with municipal and regulatory agencies.
The District Manager must possess a thorough knowledge of the principles and practices of solid waste management, including recycling, refuse collection, processing and disposal.
The District Manager must be able to effectively plan and coordinate the District’s existing and future programs, making sure that the carrying out of said programs will be within the appropriate federal, state, local and municipal regulations which apply to solid waste management. This planning and coordination must include the preparation of yearly capital, operating and maintenance budgets, as well as multi-year development (facilities and equipment) plans.
The District Manager must is required to have the ability to effectively manage a diverse group of employees, including administrative and operations personnel.
The District Manager must have the experience with and the ability to interact with federal, state, local and municipal agencies in order to comply with their programs, guidelines and regulations.
The District Manager oversees the formation of the District policies and programs and is ultimately responsible for the conduct and the responsibilities of all Districts’ employees. The District Manager must hold in confidence information concerning District strategy in regards to contracts, property acquisition, future planning, collective bargaining, employee relations, discipline, security and misconduct.
The District Manager must be able to communicate effectively, both orally and in writing, in order to clearly express the policies, plans and programs of the District Committee.
PRINCIPAL DUTIES
1. Oversees and supports field personnel and up to and including all drop off centers. This would require holding proper state and federal licenses to operate equipment.
2. Ensures that the District’s mobile equipment is maintained properly in accordance with OEM maintenance schedules. Also ensure that over the road vehicles have current inspection stickers, and are properly insured.
3. Oversees the development of the District programs, plans and strategies which are presented to the District Committee for its consideration. Carries out all such programs, plans and strategies adopted by the District Committee. Keep the members of the District Committee informed as to the status of the above.
4. Sees that the District’s facilities, transportation systems, equipment and personnel provide the solid waste management services which are called for in the District’ Island wide solid waste management plan.
5. Oversees the District’s capital and operating budgets; presents same to revenue sources; manages those budgets during the fiscal year to assure that the District’s programs operate within the limits of the available funds.
6. Oversees the implementation of the Districts Personnel Management Plan. Including the process of hiring, and/or firing the District staff, as well as their training and periodic evaluations. Makes appropriate recommendations to the Personnel Sub-committee.
7. Prepares requests for the proposals and bidding documents in conjunction with services to be provided by subcontractors and equipment manufactures; negotiates agreements for the sale of recycled materials; sees that the terms and conditions of the above are complied with.
8. Develops the District’s long-range plan for the facilities, equipment and programs, including scope, financing and implementation schedules. Assures that appropriate federal, state, local and municipal regulations are followed.
9. Is responsible for the preparation of grant applications, as well as seeing that the terms and conditions of grant awarded to the district are carried out.
10. Oversees the District’s involvement with residents, businesses and the visitors to assure that their needs for efficient, effective solid waste management are met, and that they are made aware, through a comprehensive education effort, of all of the District’s programs.
11. Assures that the Districts relationship with local, regional, state federal and municipal agencies is both in compliance with their regulations and of a harmonious nature. Represents the District Committee in meetings with representatives of these agencies.
12. Directs the District’s legal and financial advisors to assure that their efforts are in harmony with the districts goals and objectives.
Compensation Range:
$132,996 - $165,339 Based on Knowledge, Skills and Experience
