Eighteen to twenty four hours per week. This is a seasonal position from June to October.

Sea-Term Assistant Training Officer (Deck)

The Assistant Training Officer acts as classroom and laboratory instructor teaching classes on a variety of subjects related to the USCG 3rd Mate License/OICNW including, but not limited to, celestial navigation, seamanship, cargo operations, voyage planning, watch-keeping/bridge resource management, and Safety Management System utilization. This position reports to the Senior Deck Training Officer.

DUTIES

- Develops and teaches classroom and lab classes as directed by the Senior TrainingOfficer.

- Supervises and trains students of varying experience levels in practical operation of all bridge and deck machinery/equipment, tools, and safety equipment.

- May be asked to stand a training watch on the ship's training bridge

- Frequently acts as a safety observer during any evolution involving groups of students; working knowledge of/experience with Safety Management Systems is recommended.

- Works with the Senior Deck Training Officer to develop and present material to Cadets.

- Responsible for objectively evaluating student performance as well as work and training processes.

Duties Description:
The Bureau of Marine and Recreational Vehicles is responsible for promoting boating safety on the waters of New York State by focusing on boater education, law enforcement training, and regulatory inspections of Public Vessels. Public Vessels are defined as any motorized vessel carrying passengers for hire on sole-state waters. The Marine Services Representative will report to the Senior Marine Services Representative and be expected to travel throughout New York State, especially during the boating season. The incumbent will perform duties such as:

*Conduct a thorough inspection of Public Vessels in accordance with Bureau procedures and New York State Laws.
*Administer both written and practical exams to license prospective boat operators.
*Assist with the development and delivery of the Marine Law Enforcement (MLE) Training programs to be conducted statewide on an annual basis.
*Develop Public Service Announcements and represent the agency at boat shows and other boating events.
*Develop printed material to be made available to the boating public and assist in teaching NYS Safe Boating Courses.
*Assist with issuing permits for regattas and for floating objects for state waters by reviewing permit applications, updating the database, and working with law enforcement to ensure public safety during regattas and to ensure that the floating objects do not pose a hazard to other boaters.
*Assist with the collection and review of all recreational boating incidents in New York State and compile the Annual Boating Report based on the statistics.
*Review and processes applications for Hull Identification Numbers (HIN) and issues HIN in accordance with Bureau procedures

Minimum Qualifications:
The Marine Services Representative, SG-18, title is part of the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS*). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Graduated from a four-year Maritime Academy or College, AND have two years of experience as a:
1. Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross tons, OR
2. Marine Engineer qualified for unlimited horsepower, OR

Six years of satisfactory experience as a:
1. Marine Inspector, Accredited Marine Surveyor, Class Surveyor (ABS, Lloyd’s, NNV) or Naval Architect; OR

CR Environmental, Inc., a small Massachusetts company of scientists, hydrographers, and marine safety personnel, is seeking a marine survey and sampling technician to perform oceanographic and freshwater operations such as bathymetric surveys, geophysical surveys, sediment coring and surface sediment grab sampling as part of a crew at sites from Maine to New York.

Travel is completed in company vehicles and may be required ~50 % of the time during the field season with weekends typically off. Working in the field is compensated with 12 hour days (day rate). All travel costs are paid by the company.

Job sites vary depending on each job, but range anywhere from completing a survey or sampling effort in streams and rivers to working up to 20 miles offshore. CR Environmental has a variety of vessels used to complete survey or sampling efforts based on site access, water depth, tides, survey equipment, and survey tasks.

At a few of the work sites, sampling may occur in areas of contaminated sediments. OSHA Hazwoper Training and Personal Protective Equipment (modified level D) and medical screening will be provided.

Small boat (14-26 foot) operating experience is highly recommended (U.S. Coast Guard Captain’s License a plus). Navigation and survey software (e.g. HYPACK) training will be provided as well as the use of survey and sampling equipment.

In-house work components include data processing, and use of software such as Surfer, Sonarwiz, Hypack and GIS for map production and report preparation. Vessel and survey equipment maintenance will be completed during the offseason and between survey/sampling jobs.

Assistant Mechanic assists Mechanics and the Port Engineer in the maintenance and repair of marine engines, marine machinery, and related equipment. The Assistant Mechanic will perform oil and fuel filter changes, other basic preventative maintenance and will report any observed issues to supervisory staff.

Essential Duties & Responsibilities for Assistant Mechanic

Assists with major and specialized mechanical overhaul and repair work on gasoline and marine diesel engines, outboard motors, and related marine equipment and systems using schematic charts and technical manuals.

Assists with repairs and maintains hydraulic equipment and valves.

Operates hand and power tools associated with marine engine and equipment repair.

Assist the Mechanics/Inventory Specialist with maintaining inventory parts for engines and auxiliary systems on each vessel (i.e., pumps, starters, belts, impellers, filters, gaskets, etc.).

Assist with required maintenance on prescribed schedule; be available to assist with all maintenance, oil/fuel filter changes on vessels, including greasing, changing zincs and taking oil samples.

Ride along on an occasional tour to monitor vessel systems while underway by conducting extensive checks of engine and jet room spaces throughout trip.

Fill in, as needed, aboard vessels as deckhand/engineer and function as an effective member of the crew conducting engine room checks, maintaining passenger safety, and performing customer service.

Summary for Captain

The vessel's captain directs the operations and activities of officers and crew on board, including safety, maintenance, certification, documentation, guest services, and compliance with all applicable federal, state, and local laws and regulations and ADC requirements. The Captain is also responsible for preventing pollution and for the safe navigation and efficient operation of the vessel.  In executing duties, the Master will comply with the company’s vessel safety manual and all applicable federal, state, and local laws, regulations, and instructions.  The Captain ensures the vessel is kept to Alaskan Dream Cruises (ADC) standards, including all applicable regulatory requirements.

Essential Duties & Responsibilities for Captain   

The Emergency Station Bill identifies the Captain as overseeing all persons and activities.  Provide leadership and direction to crew and passengers in a drill or an emergency, including fire, flooding, rescue, man overboard, medical incident, and pollution spill. 

Responsible for compliance with company and regulatory agencies' drill content and frequency requirements.     

Keep fully informed of and adhere to all U.S. and other relevant laws, regulations (Federal and state), and directives affecting the vessel's operation. In addition, the Captain shall get acquainted thoroughly with the rules and local requirements of all ports visited.   

Be knowledgeable of and ensure vessel compliance with the company’s Safety Management Program and procedures.    

Draft detailed voyage plans for each itinerary and positioning trip, considering the tools needed by the Officer of the Watch for the safe navigation of the vessel and fulfilling the company's programming objectives; effectively communicate these plans to the Chief Mate and watch-standers and monitor their compliance with them.  

Communicate voyage plans with the Chief Engineer and Hotel Manager so they are prepared for the schedule in their departments.     

Support and guide the Chief Mate, Hotel Manager, Naturalist, and Chief Engineer in managing their department duties and responsibilities. Work with and advise (as necessary) supervisors in seeking and maintaining the highest levels of safety and guest service in their departments. Coach staff and work with them to train subordinates to the highest level.   

Responsible for ensuring that the vessel’s overall condition and seaworthiness are continuously maintained, reporting to the Corporate Office any situation that may adversely affect the vessels' satisfactory operations.   

Maintain the Bridge Logbook, Standing Orders, Night Orders, Radio Logbook, Waste Management Log, ADEC Log, Safety, and Drill Logs, and other manuals and records as prescribed by Alaskan Dream Cruises, Allen Marine Companies, or other applicable regulatory agencies.   

Maintain the vessel’s filing system of essential documents and crew-training records. 

Ensure close communication with the main office in Sitka and outlying offices in the vessel’s operating area on matters related to and specifically on required shore support during turnaround days.  

Communications must always be complete and detailed and delivered in a direct, tactful manner. Written communication must be succinct, truthful, and courteous.  

Monitor vessel expenses & report any abnormal costs incurred.  Maintain close contact with the Marine Operations Manager to ensure all cost controls are utilized.  Plan to maximize efficiencies, thereby reducing expenses. 

Responsible for accurately and timely submitting any administrative, operational, or accounting reports done by company guidelines.  These include, but are not limited to, Incident Report Forms, Witness Statement Forms, and USCG 2692 Forms.  Also, maintain a list of Current Vessel Maintenance Projects that need to be addressed on the vessel during the turn-around day with the help of shoreside engineers.  Reply promptly to safety or office memorandums. 

Develop required work lists and performance goals for crew members. Ensure the compliance of all on board with company and regulatory policies and regulations.  Take a proactive position with any person not following established policy.  Address all performance or conduct issues promptly and effectively and keep supervisory management appraised of relevant topics in the office. 

Effective public speaking when addressing guests, crew, or the public, such as the Passenger Safety and Vessel Orientation meeting, announcements on the PA system, and performing public ceremonies on board.    

Maintain a “Command Presence” and courteous, friendly, and informative interactions with the guests—personal appearance and a high degree of customer service by you and the crew are essential, expected, and of the utmost importance. 

Establish a teamwork mentality among all departments focused on displaying a Can-Do Approach to assigned duties.  

Special projects may be assigned as required by the business.

Minimum Qualifications for Captain

High School Diploma and 2 years as Chief Mate or Captain.  Additional 5 years in the maritime industry and involvement in shipboard operations.   

USCG license as Master, 100 GRT (Inland).   

License endorsement required for “Unlimited Radar Observer”.   

First Aid and CPR Certification 

In-depth knowledge of passenger vessel operations. 

Observed or documented managerial skills and personal traits necessary to effectively and efficiently guide the ship’s crewmembers directly and respectfully.  

Excellent skills in ship handling.     

Excellent communication skills: verbal and non-verbal. 

Strong writing skills with the ability to communicate technical information, maintain all ship logs and vessel forms, and document vessel operations. 

Strong interpersonal skills require dealing with discontented, argumentative, and emotional crewmembers and passengers professionally while maintaining Alaskan Dream Cruises' high level of service and commitment to its guests.  

Must be experienced at multi-tasking and remain flexible in a demanding and fast-paced environment.

Microsoft Office experience.

Valid US driver’s license and a clean driving record.

Must pass a security background check and DOT drug test.

Preferred Qualifications for Captain

Experience in tourism and/or cruise industries.

Endorsement with STCW-95 Basic Safety Training, Bridge Resource Management, and Advanced Fire Fighting.  

Experience navigating Southeast Alaska Waterways

Must be physically able to work a typical workday of about 10-14 hours per day, seven days a week.

Physically able to climb a 7-foot vertical ladder and fit through a 28-inch escape hatch.

Frequent interaction with other departments

When onboard, the crew stays in shared quarters with little privacy and constant vibration and engine noise, often for extended periods.

Due to the remote locations of vessel routes, internet connectivity is limited.

This is a fast-paced and dynamic work environment with a diverse workforce.

Ability to work a flexible schedule to include weekends and holidays during the tour season.
