The Role: We are searching for a Head of Construction & Maintenance. This role works directly with the Senior Management Team to direct the daily operations of the in-house Maintenance/Service Department and Construction/Rehab Departments.
The Maintenance/Service Teams are the customer facing side of the operations. They perform 24/Hr. customer service requests within our Apartment Communities. This could include HVAC, Plumbing, Electrical, light Carpentry and overall curb appeal of the communities. This team is also responsible for the scheduling and completion of apartment “Turns” or move outs. They pre-walk the apartments and then plan the required turn work to make the apartment ready for a new tenant. They work hand in hand with the Property Management Teams to meet these goals. This department works with vendors such as Cleaners, Landscapers, Snow Removal, Roofers, Plumbers and Electricians to meet the everyday needs of the apartment communities and our residents.
The Construction/Rehab Department is made up of in-house Carpentry crews. These teams work on both new acquisition or “Start Ups” and interior remodels of stabilized apartment communities. The “Start Up” projects range in size from 10-100 unit apartment communities with rehab budgets from $250,000 to $2M. These projects are typically 3-6 months and encompass the full reposition of both the interiors of apartments and the exteriors with a focus on curb appeal and onsite amenities. The range of trades includes Roofing, Asphalt, Painting, Solar PV, Plumbing, Electrical, HVAC, Site work and Landscaping.
The Head of Construction and Maintenance would lead and oversee the daily operation of both these two departments.

Summary

The Environment, Health, & Safety (EH&S Manager is responsible for establishing, developing, and managing the environmental, health, and safety (EH&S) programs. The EH&S Manager identifies and mitigates EH&S risks in support of business performance and reliability goals. This is a full-time exempt position and reports to the Director of Health and Safety. This position is located in Baltimore, MD and provides regional support to company locations including Washington, DC, Morgantown, WV, and Atlanta, GA and other locations as needed. Approximately 5-10% travel to regional locations and more frequent local site travel are expected.

The compensation range for this position is $110-120K plus a 20% bonus target.

Responsibilities

Establishes and manages programs directed toward the continuous improvement of EH&S objectives.
Integrates EH&S objectives into all functions within the business unit.
Provides regulatory expertise to strategize and maximize company position within safety, health, environmental, and sustainability/green programs.
Interact with regulatory officials on behalf of the company.
Coordinates environmental, health, and safety programs with an emphasis placed on identification and communication of green initiatives and regulatory compliance to site management, supervision and employees. Provides support to all site departments and interact with all levels of the company in a project manager function to promote sustainability and green efforts.
Identify EH&S risks and provides mitigation plans which are consistent with business performance, reliability goals, and regulatory requirements. Establish and maintain management systems that support company goals and meet/or exceed regulatory requirements.
Develop and manage site EHS budget.
Provide air emissions and permitting regulatory expertise. Develops long term strategies to enhance company’s stake in economic based compliance programs such as RGGI CO2 Budget, NOx RACT, Title V permitting, etc.
Provide regulatory expertise for environmental requirements such as NPDES Permits, 3.16.b, Storm Water MSGP and SWPPP, Wastewater Treatment, Hazardous Waste Management, etc.
Audit EH&S program implementation. Works closely with managers and supervisors to ensure effective implementation and enforcement of EH&S policies and procedures, including inspections.
Serve as contact to regulatory agencies; negotiate new and modifications to facility permits; provide notification to government agencies, as required.
Supervise and Manage EH&S Specialists and interns as needed.
Develop and manage emergency response and contingency planning (FRP, SPCC, etc.) efforts; coordinate facility program with response contractors and Government Agencies.
Serve as planning Team Leader for Toxic Use Reduction and Storm Water Pollution Prevention.
Serve as Chairperson of the plant Safety and Green Team committees.
Work with site managers and supervisors to conduct accident/incident investigations. Conduct root cause analysis and recommend corrective actions to prevent re-occurrence. Maintain and manage Ventiv incident and insurance reporting software.
Lead and coordinate facility testing - combustion equipment stack testing (RATA), wastewater discharge, stormwater, NPDES, and waste characterization.
Manage environmental record-keeping and reporting program. Prepare reports for regulatory submittal. Maintain plant environmental records including permits, compliance data, training records, etc.
Audit EHS program implementation, conduct facility inspections and provide compliance status report to management.
Develop, coordinate, and conduct EHS training for employees, contractors, or visitors on topics such as accident investigation, safety inspections, use of protective equipment, confined space entry, lockout tagout, respiratory protection, etc.
Act as site training coordinator for administering online and classroom training.
Develop hazard control methods, procedures, and programs. Coordinate work-site evaluations and conduct job hazard analyses with respect to chemical, physical, biological and other hazards.
Audit and measure the effectiveness of hazard controls and hazard control programs. Communicates the results to management.
Oversee Workers Compensation management and fit for duty/return to work programs with supervisors/managers and HR.
Coordinate Industrial Hygiene (IH) program, conducts inspections, schedules consultant services, ensures collection of quality data. Maintain facility chemical inventories, reportable quantities, and Safety Data Sheets in GSM software.
Maintain a variety of records and documents for OSHA and other regulatory compliance purposes.
Observe and comply with all standard safety codes and practices, and performs work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws.
May be required to work evenings and weekends.

Basic Qualifications

Bachelor’s degree in Environmental Science, Occupational Safety & Health, Engineering, Chemistry, or equivalent
Minimum of 8 years’ experience with safety and environmental programs in a utility or manufacturing industry.
Must be familiar with Federal, state, and local regulations.
Strong interpersonal and written communication skills are required. Requires individual with a high degree of professionalism and collaboration.

Preferred Qualifications

Master’s degree.
ERM, CSP and TURP certification(s).
Detail oriented, able to take direction and handle multiple tasks, prioritize work effectively, and see a work project through to completion.
A willingness to acquire new skills and utilize technology to streamline processes and problem solve is essential.
Requires the ability to work well independently and effectively with others on a daily basis.

Physical Requirements

Charter captain

We are looking to hire a part time charter captain for $30-$45/hr and that is before cash tips (10-25% of charter price). The captain will be go through paid trained for everything about running the vessel and running a charter before taking clients out. Licenses needed at a minimum an MMC endorsed as an OUPV with an inland endorsement or ideally a near costal endorsement. Fishing knowledge of long island sound is a plus but there can be a mate to assist the captain with all fishing needs of the clients if needed so the captain can be focused soley on operating the vessel. We are also willing to pay for the right candidates schooling to obtain their OUPV license. This is a family oriented charter.
