Reporting to the Executive Director of Campus Maintenance and Trades Operations and working collaboratively with the Associate Dean / Director for Housing and Residence Life, this position provides operational leadership to a comprehensive facilities management organization that is responsible for maintenance, renovations, capital planning, emergency management, and environmental health and safety of three Residence Life Buildings totaling approximately 200,000 square feet. This position will serve as an important member of the facilities leadership team. The Facilities Manager will manage and work collaboratively with four (4) individuals engaged in the daily maintenance and repairs to create exceptional customer service for our students, faculty, staff, and the wider community, including campus visitors.

Key responsibilities:

Oversee and manage either directly or through subordinates, housekeeping, trades personnel, external vendors, and contractors in the care, maintenance, and repair of all college campus residence life facilities.
Manage day-to-day facilities operations, maintenance, and environmental health and safety.
Assisting the Executive Director in generating and managing contracts with external vendors, appropriately following both state and college procurement policies and procedures.
Demonstrate fiscal responsibility for all expenses related to maintenance and operations.
Assist the Director of EH&S to ensure safe work practices and procedures are followed in accordance with the Massachusetts Department of Labor Standards, Environmental Protection Agency, Department of Environmental Protection, and all applicable local, state, and federal government laws and regulations.
Review, assign, and track work orders from issuance through successful resolution. Conduct regular audits of completed work orders to ensure work was completed properly, timely, and in a highly professional manner.
Maintains a proactive planning approach to all aspects of facilities, ensuring that contractors and services are planned appropriately throughout the year in accordance with contracts and the annual facilities calendar. Coordinate timely snow and ice removal from parking lots and walkways by engaging vendor and department staff. This will entail occasional evening and weekend work.
Serves as on-site coordinator for campus remodeling projects, working with department staff and contractors to ensure timely completion of projects with minimal interruption to campus services and operations.
Tactfully approaches others; reacts well under pressure; treats others with respect and consideration regardless of their status or position; accepts responsibility for own actions; follows through on commitments.
Understand the College's mission, vision, and values and execute operationally in support of it. Collaborate with and advise the Executive Director to determine long-term goals, resource planning, operational expectations, and best practices.

Collaborate closely with the Associate Dean and MSCBA to develop a facility operational budget.
Develop equipment, supply inventory lists, and ensure accurate and proper care and maintenance of all departmental assets.
Is highly organized, detail-oriented, and adept at multitasking in a fast-paced environment.
Supervise 1 maintenance working foreman and 3 maintenance workers.
Mentor, train, and evaluate maintenance staff and support their professional development.

Requirements:

Qualifications :
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Associate's degree in facilities management, engineering, business management, or related field, or a combination of education and demonstrated experience sufficient to meet the needs of the position, bachelor's degree preferred.
Three (3+) plus years in a facilities/operations management role, preferably in higher education at an organization of similar size and scope.
Demonstrated supervisory success with a unionized workforce preferred.
Demonstrated effectiveness working with ethnically, culturally, and racially diverse faculty, staff, students, and the public.
Excellent management skills, including the ability to manage multiple priorities while adhering to deadlines and budgets.

Position is responsible for technical and administrative work supporting the Cape Light Compact’s, Commercial Equipment and Residential Retail Initiatives, and other Energy Efficiency Programs as assigned.

ESSENTIAL FUNCTIONS

• Assists the Implementation Manager in the design, development, and implementation of the Cape Light Compact’s energy efficiency programs; including coordinating energy efficiency programs and overseeing the program contractors and other consultant’s work.
• Manages Cape Light Compact’s Commercial Equipment and Residential Retail Initiatives. Requires project management and oversight of Cape Light Compact’s vendors and management of program budgets and savings goals.
• Provide vendor management and oversight including scope of work development, issuance and evaluation of RFPs, assessment of pricing and technical capabilities, standing up vendors and tracking against KPIs, processing of invoices, and regular check-in meetings.
• Attend and provide Compact input on multiple statewide working groups including advocating for Compact positions and customer interests at the state level.
• Serve as technical expert for call center/customer inquiries, presentations, stakeholders, contractors, and other interested parties for HVAC, and all other associated program technologies and offerings.
• Oversee rebate processing for all downstream and midstream programs, including QA/QC, vendor management, tracking towards goal, customer escalation resolution, development and regular improvement of processing rules and procedures.
• Participates in public forums, workshops and conferences for local, state, and national energy efficiency interests. Works closely with various program and business trade allies.
• Compiles, organizes, and writes written reports, and presentations for their respective programs and services for the Cape Light Compact Governing Board, state agencies, the media and the public.

Job Description:

The Vice President for Regimental Affairs & Master has ultimate command of the Maritime College Training Ship and is responsible for its safe and efficient operation, including: ship's seaworthiness, safety and security conditions, training operations, safe navigation, crew management and ensuring that the vessel complies with all federal, state and international laws and regulations, as well as Maritime Administration (MARAD), State (SUNY), Maritime College, Classification Society (ABS) and Flag State rules and policies. The Master is responsible for facilitating the College's deck and engine shipboard training programs, which the Provost and academic departments manage. The Master is also responsible for liaison with the Maritime Administration and various other federal agencies. In this leadership role, the successful incumbent will be responsible for navigating complex waters, managing crew and Cadet performance, facilitating applicable MARAD policies to include EMBARC and other prevention initiatives, and upholding the highest standards of maritime safety in an academic environment, at sea and import. This is a Management Confidential position reporting directly to and serving at the pleasure of the President and is a part of the President's Cabinet. The Master is also a faculty member in the Marine Transportation Department.

Duties and Responsibilities:

• Oversight of the Regimental Affairs division in their work to develop and prepare regimental students for life at sea
• Provide leadership opportunities and promote student success and retention
• Perform the duties of the Master, including navigating and piloting the vessel
• Performs the operation of shipboard and other automated systems.
• Operate ship's navigation and communication electronics when required
• Maintenance of the vessel necessary to maintain its operational status and material readiness

Minimum Requirements:

Field work experience may be substituted in lieu of science education requirements.
Must be able to wear a respirator, safety harness, and other personal protective equipment as needed.
5+ years’ experience of technically sound consulting experience conducting Industrial Hygiene and Building Science projects
Experience with Mold Surveys, Indoor Air Quality Assessments, Asbestos Surveys, Lead-Based Paint Surveys, and/or Radon Surveys
Ability to climb stairs/ladders
Ability to travel locally up to 85%
Reliable transportation
Technical Requirements:

MUST HAVE A professional certification in at least one of the following: asbestos, lead, mold
Technical writing skills
Microsoft Software and Applications Experience
Background in Industrial Hygiene and/or Building Sciences related practices.
Knowledge with various Industrial Hygiene and/or Building Sciences related sampling equipment and protocols.

POSITION SUMMARY:

Under general direction, oversees the development, implementation and monitoring of safety management throughout the organization. Coordinates the Environment of Care program in accordance with Joint Commission standards in order to assure a hazard-free facility for patients, visitors and colleagues. Maintains liaison with external regulatory agencies pertaining to environmental health and safety, and develops and implements policies in compliance with standards and regulations. Manages the information collection and evaluation system in order to identify and mitigate unsafe environment of care conditions.

Assists the Senior Director of Facilities when required Manages, controls, & monitors the installation, corrective and preventive maintenance on the hospital facilities related equipment. Monitors and maintains database's related to the utilization and consumption of all utilities, responsible for the utility payment and allocation of utility bills. Responsibility for maintaining documentation related to all regulatory agencies included but not limited to the Joint Commission, city codes and state codes. Specifically responsible for NFPA Life Safety Code compliance across all healthcare occupancies as defined by the Joint Commission and NFPA.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Principal Duties and Responsibilities:

• Participate in the management of the hospital’s abatement and internal construction projects

• Participate in Pre-construction Risk Assessment (PCRA management). The position provides support related to the PCRA program including managing PCRA meetings and databases, auditing sites, and providing education to contractors and internal stakeholders.

• Life Safety Code Compliance: Assist in NFPA Life Safety Code (LSC) compliance activities, including oversight of audits of required fire and smoke barrier walls, inspections of doors, and LSC code interpretation support.

• Hospital, Construction, and BMC Facilities Laboratory Inspections: Conduct periodic inspections of hospital areas including inpatient, support and ancillary services environments, construction sites, and laboratories in accordance with federal, state, and local government regulations and agencies’ policies.

• Works with Facility Managers to oversee the Preventative Maintenance program and ensure that work is being completed by the required time restrictions. File all paperwork as necessary.

• Manages trade union staff according to the collective bargaining agreement. Guides medical center interpretation of Union agreement and leads efforts to refine and improve workforce satisfaction, productivity and efficiencies through effective continuous improvements in union agreements and processes.

• Direct the daily maintenance operations of assigned staff, buildings, etc.

• Cover for colleagues who may be temporarily indisposed.

• Triage of work requests, proper work assignments, and financial implications.

• Fill out and file all Infection Control Risk Assessments (ICRA’s) prior to beginning physical plant alterations or maintenance work in occupied areas that could compromise patient care.

• Full Implementation of hospital wide Plan for Improvement and risk assessment process.

Safety:

• Ensures that all job duties are performed in accordance with all accepted and standard safety procedures to ensure that a safe and comfortable environment is maintained for patients, visitors, tenants, employees, vendors, staff and students.

• Up to date with all current regulations regarding working in an active hospital environment.

• Responsible for ensuring all standard Hospital safety regulations as well as those of all regulatory authorities having jurisdiction are followed.

• Ensures safe and clean working environments in order to eliminate accidents and abide by Boston Medical Center and departmental policy and procedures.

• Behavioral (Universal) Performance Standards

• Conforms to hospital standards of performance and conduct, including those pertaining to patient rights, so that the best possible customer service and patient care may be provided.

• Utilizes hospital’s behavioral standards as the basis for decision making and to support the department’s and the hospital’s goals.

JOB REQUIREMENTS -

EDUCATION:

• High school diploma/ GED required; Bachelor’s degree in Engineering or related discipline preferred.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

• Possess and maintain a current, valid Massachusetts driver's license and successfully complete a motor vehicle driving records check

• Massachusetts Electrician/Plumbing/Refrigeration/Stationary Engineer License is preferred.

• Construction Supervisor’s License is also preferred.

EXPERIENCE:

• High school diploma/GED – 5-7 years of experience in facilities management required.

• Bachelor’s degree – a minimum of 3 years of related experience required.

KNOWLEDGE, SKILLS & ABILITIES (KSAs):

• Experience in medical/hospital setting - preferred.

• Experience with research setting particularly experience with BL-2 & 3 lab environments - preferred.

• Knowledge of applicable codes and regulations related to facilities, residential facilities in a hospital setting and building system operations.
