About the Position

Assistant Engineers are responsible for inspecting, maintaining, and repairing engineering machinery and reporting directly to the Chief Engineer. They assist with 3rd party clients as needed operating deck machinery critical to the project. The Assistant Engineer will promote good working relationships with other departments, third-party personnel and Customer representatives.

Primary Duties & Responsibilities

Assisting in ship’s technical maintenance and the safe, efficient, economical operation of all machinery.
Apply appropriate permits to work and isolation systems as required.
Assist in troubleshooting and repairing faulty mechanical, pneumatic, hydraulic, and electrical equipment.
Ability to work independently and efficiently
Following all the engine room procedures.
Making regular rounds in the engine room during their watch while vessel is underway or when deemed necessary
Completion of Engine Room Logs
Adhere to policies and procedures in the Safety Management System (SMS). Report unsafe situations, conditions, or opportunities for improvement
Performs necessary routine maintenance, repairs, and handles ship’s technical jobs under the direction of the Chief Engineer.
Monitoring and analyzing cooling water/sewage treatment plant/potable water.
Maintain the general condition/maintenance of machinery, steering gear, air conditioning, etc.
Performing emergency duties in accordance with the vessel’s Muster List/Station Bill.
Monitor and control the use and distribution of consumables/materials; generate requisitions as required
Ensuring that daily activities within the engineering department are carried out in a safe and healthy manner and that the impact of the engineering department operations on the environment are within acceptable limits.

The ideal candidate will be responsible for supervising all docking and undocking operations of vessels in an efficient manner while ensuring the safety of all personnel and equipment.

Responsibilities will include interfacing with Operations Management to schedule the docking and undocking of vessels. Must be able to clearly read and interpret docking plans/arrangements, develop blocking plans with safe blocking loads based upon sound calculations, and be capable of layout/safe arrangement of blocks for docking. Execute safe dry-docking evolutions and vessel launching, analyze tide and wind conditions, and maintain weight logs and docking plans.

This position requires a minimum of 10 years working in a shipyard, and experience as a dock master working with large graving docks. Supervisory experience required, along with the ability to work nights and weekends.

The Third Mate is designated by the Company as an officer on the vessel. The Third Mate shall serve as the Officer in Charge of a Navigation Watch (OICNW) as directed by the Master.

The Third Mate’s duties include, but are not limited to, the full implementation of the Company Safety Management System (SMS), Code of Conduct, Company Policies, and Company Mission Statement; responsible for the safe and efficient operation of the vessel, including, but not limited to the safe navigation and piloting of the vessel, the seaworthiness of the vessel, the safety of the crew and persons in addition to crew, protection of the environment, protection of the cargo or property of the charterer, industrial mission performance, charterer relations, bridge administration and paperwork, crew supervision and on the job training and other responsibilities that may be assigned by the Master or Chief Mate or that the Third Mate recognizes as essential to his/her responsibility.

RESPONSIBILITY AND AUTHORITY

1. The Third Mate is responsible for implementing the safety and environmental protection policies of the Company; motivating the crew in the observation of those policies; issuing and/or communicating appropriate orders and instructions in a clear and simple manner; verifying that specified requirements of the SMS, Code of Conduct, and Company policies are observed.

2. To ensure the safe operation of each ship and to provide a link between the Company and those on board, the Company has designated a person or persons ashore having direct access to the highest level of management. The Third Mate (and all crew members) has been provided contact information for the DPA and alternate DPA. The Third Mate has responsibility to monitor the safety and pollution prevention aspects of the operation of their ship and to ensure that adequate resources and shore-based support are applied, as required. Any deficiencies must be immediately reported to the Master and Company DPA.

3. As directed by the Master, the Third Mate has the authority under his/her licensure to perform responsibilities aboard their vessel or when otherwise engaged in the business of the Company in the capacity of a Third Mate in a manner consistent with this job description.

4. As directed by the Master the Third Mate serves as the OICNW and is responsible for the safe piloting, navigation, and maintenance of the vessel in compliance with the applicable laws and regulations of the vessel’s flag state, coastal state, and the Company SMS in a manner consistent with maintaining the safety of the crew and the protection of the environment.

5. The Third Mate supervises deck crew, vendors, and sub-contractors as directed by the Chief Mate including service delivery, bridge management, human resource management, and cost management in accordance with the policies and procedures of the Company.

ORGANIZATIONAL RELATIONSHIP

1. The Third Mate is accountable to the Master and reports to the Chief Mate for all aspects of job performance.

2. The Third Mate shall supervise the deck crew aboard his/her vessel under the direction of the Chief Mate.

3. The Third Mate shall cooperate and work closely with flag state, port state and coastal state officials, client representatives, Operations Coordinator, Chief Engineer, Chief Officer, and any other relevant personnel necessary for the safe and efficient operation of the vessel as directed by the Chief Mate.

QUALIFICATIONS AND EXPERIENCE

The minimum qualifications and experience required for each Third Mate are:

1. Possess all valid flag state (and coastal state, as applicable) credentials required by law for service as Third Mate on the route and class of vessel appointed to (examples: Merchant Mariners Credential, TWIC Card, Medical Certificate, Radio Operator Licenses etc.) within 6 months of expiry minimum.

2. A valid Passport is highly preferred within 6 months of expiry minimum.

3. Possess a valid riggers certification from a recognized issuing authority.

4. A valid unlimited DPO certificate from a recognized issuing authority (Nautical Institute or OSVDPA) is highly preferred. Minimum requirement is holding a DP Induction (Basic) credential along with sign off book from an accredited DP facility directedly certified from Nautical Institute or OSVDPA.

5. Ability to read and write English as well as render, understand, and react to commands given in English.

6. Minimum one-year experience on vessels of similar size and route in a position as cadet, AB RFPNW, and/or OICNW.

DEMANDS AND WORK ENVIRONMENT
Incumbents must be able to:

1. Lift and move equipment that weighs up to 50 pounds or more
2. Move equipment that is heavy, large, and awkward, sometimes from one level to another.
3. Ascend and descend stairs and ladders, sometimes while transporting tools or objects.
4. Use portable ladders or stools to allow them to work on systems that are located in the overhead section of machinery spaces. Repairs may require that incumbents reach into small, poorly accessible areas of machinery.
5. Work on equipment that has pressurized or hot components; secure or segregate systems to provide an adequate safety margin;
6. Troubleshoot equipment that is difficult to reach
7. Work in areas that have high noise levels
8. Work below decks in an area that may experience periods of darkness in unusual situations; and work in confined and restricted spaces.

Recommended Minimum Qualifications:

Education, Training and Experience:

Bachelor’s degree in environmental planning, environmental science, environmental policy, engineering, business, communications, or a related field; and at least three (3) years of professional experience in energy efficiency, sustainability, project management, or community outreach. An associate’s degree in a related field with five (5) or more years of relevant experience may be considered. Equivalent combinations of education and experience will also be considered.

Knowledge, Ability and Skill:

Knowledge: Knowledge of energy management systems, energy performance analysis, greenhouse gas inventories, and decarbonization goals at the state and local level. Familiarity with commercial HVAC systems, lighting controls, weatherization measures, and energy procurement practices. Understanding of laws, regulations, and initiatives related to the Green Communities Act, renewable energy, and energy efficiency programs. OVERVIEW
The energy manager works in the Capital Projects Unit and is responsible for the development, implementation, and coordination of energy and climate mitigation-related projects, programs, and policies for the City of Lynn. The role supports energy efficiency and emissions reductions in school and other municipal buildings, in pursuit of Massachusetts’ goal of carbon neutrality by 2050. The position manages the City’s green grants and monitors City energy usage to meet the City’s energy efficiency goals.

RESPONSIBILITIES
• Manage and track energy usage and energy and carbon savings projects for all municipal buildings. Collect, track, analyze, and communicate energy, utility, emissions, fleet, and other relevant data.
• Facilitate an Energy Management Assessment to evaluate the current state of energy management practices and policies in the municipality.
• Prepare an annual work plan and track the work plan with quarterly and annual reports.
• Through use of the Mass Energy Insight tool offered by the MA Department of Energy Resources, develop or refresh an Energy Management Plan of municipal facilities.
• In coordination with the Facilities Department and building operators, develop and manage projects that will reduce annual energy use and reduce carbon emissions. Projects may be short term or may require long-term planning. This position may need to procure and manage technical assistance and/or implementation vendors to execute work.
• Work with the sponsors of Mass Save and school department to complete no cost assessments of energy saving opportunities in all school buildings and other municipal buildings.
• Manage project budgets, municipal solar projects, and create or advocate for long term funding mechanisms within city budgets.
• Assist with management of energy supply procurement and implement municipal aggregation program.
• Maintain compliance with Green Communities designation from MA DOER for school and other municipal facilities, streetlights, vehicle fleet including grant management, annual reporting, and maintenance of municipal Mass Energy Insight profile.
• Prepare written materials including requests for proposals, grant applications, bid specifications, press releases, presentations, and web content in support of carbon reduction initiatives. Procure vendors and contractors; manage consultants; secure Mass Save Program incentives; oversee project budgets and prepare project grant reports.
• Act as liaison and point of contact across City departments, local organizations, local elected officials, sponsors of Mass Save®, and regional organizations on energy and sustainability issues.
• Attend City Committee and City Council meetings as needed.
• Act as staff liaison to municipal energy committee.
• Manage the creation and implementation of a Net Zero Action Plan with stakeholder groups to meet the municipal commitment to be Net Zero by 2050.
• Research and apply for energy efficiency, climate resiliency, and renewable energy grant procurement opportunities in support of energy, climate, and sustainability goals.
• Work with other departments to create training, outreach, and other materials related to sustainability and resiliency to support carbon reduction among local residents and business owners. Recruit, train, and manage community volunteers and interns. Supervise contracted services.
• Develop website and social-media content related to energy and sustainability. Track engagement and community-based metrics.
• Evaluate program data to ensure efficacy of programs/materials/outreach. Drive interdepartmental learning and development related to efficiency.
• Perform other duties as directed by the Director of Capital Projects.

EDUCATION AND EXPERIENCE
• A candidate for this position should have a bachelor’s degree in environmental planning, environmental science, environmental policy, engineering, business, or related degree and five (5) or more years of full-time professional experience in mechanical, electrical, facility, or other engineering; energy efficiency; project management (with an energy focus); energy management; or a related field OR an associate’s degree in engineering, business, environmental science, or related degree and seven (7) or more years of full-time professional experience.

The city may consider equivalent education and experience in determining whether a candidate has met the requisite qualifications.

SKILLS

• Willingness to pursue additional certifications and training to enhance skills and knowledge in energy management and related areas.

The town of Randolph seeks a qualified, motivated individual to serve as the full-time Municipal Energy Manager. This position performs administrative, supervisory, and technical work related to improving the energy efficiency of town and school buildings in accordance with budget guidelines, safety and legal requirements and all applicable federal, state, and local rules and regulations. This position supports the towns of Randolph and Milton.

Through use of an Energy Management Assessment and/or the Mass Energy Insight tool, develops a multi-year Energy Management Plan for review and approval by town administration. Prepares an annual work plan, tracks implementation, and prepares quarterly and annual reports. In coordination with the Town Manager/Administrator and Superintendent of Schools, develops and manages projects that will reduce annual energy use and/or reduce carbon emissions. Projects may be short term or require long term planning.
