DISTRICT STEAM, Field Safety and Rescue Technician

The Field Safety and Rescue Technician provides positive oversight, motivation, direction, training and interpretation of Company safety and environmental expectations and safe workplace behaviors to Distribution, Construction, Metering personnel, and other assigned Veolia personnel and contractors.

Acts as a leader in efforts to promote safety on and off the job and holds safety and the environment in the highest regard in planning and executing all work. Provides oversight and guidance to District Steam personnel to support the Distribution Supervisor to ensure Environmental Health and Safety procedures and safe work practices are followed during all aspects of work. This includes performing Job Safety Analysis, conducting Confined Space Hazard Assessments and rescue preplanning, implementing emergency response and rescue procedures, as well as monitoring environmental compliance requirements. During Confined Space Entry activities, the Technical Services Specialist is responsible for authorizing entry for work after necessary precautions and procedures have been successfully completed. The Technical Services Specialist is also responsible for providing and coordinating emergency rescue services for work in confined spaces.

Responsible for evaluating work activities and developing safety procedures needed to conduct the work in a safe and compliant manor. Develop work procedures to standardize Veolia District Steam work practices. Interface with and direct craft labor work force, outside contractors, and customers.

1. Acts as a leader to promote safety on and off the job and holds safety in the highest regard in planning and executing their work and the work of others.

2. Responsible for evaluating work activities and developing safety procedures needed to conduct the work in a safe and compliant manor.

3. Serve as the on-site Confined Space Entry and Rescue Supervisor during confined space work activity.

4. Act as on-site rescue technician and coordinator in the event of an emergency. Activate emergency communications (911 and in-house notifications) and implement the rescue plan. Communicate with outside response agencies (fire, police, EMT) to facilitate and coordinate emergency response activities.

5. Provide first aid and CPR services to Veolia employees until professional fire, rescue, and emergency medical personnel arrive on-site.

6. Conduct air monitoring at work sites for confined space and other atmospheric hazards.

7. Participate in, coordinate, and conduct safety training to other Veolia employees including CPR/1st Aid, confined space entry, LOTO, Heat Stress and other programs as necessary.

8. Inspect, maintain, and calibrate emergency rescue equipment as required by manufacturers and Veolia policy. Maintain records of such activities.

9. Coordinate with contractors to communicate Veolia Contractor Safety Requirements and ensuring compliance with Environmental Health & Safety Procedures.

10. Provide District Steam work planning support through use of computerized maintenance management system for Work Order (WO) work flow management, job priorities, planned work packages, and WO close-out.

11. Develop work procedures to standardize Veolia District Steam safety work practices.

12. Possesses ability and confidence to interact with department employees of various knowledge levels.

13. Supports planning, scheduling, and implementation of daily activities, preventive maintenance activities.

14. Supports manpower scheduling, and pre-staging of material and equipment necessary for task completion;

16. Ensures task completion, operational efficiency and reliability, and unit and
corporate goal attainment;

17. Completes other projects and assignments as required.

18. Act as Shift Coordinator as needed.

JOB REQUIREMENTS
1. A minimum of Advanced CPR/1st Aid certification is required. Emergency Medical Technician (EMT) Certification or the ability to obtain EMT Certification a plus.

2. General knowledge of piping/pipe-fitting and mechanical systems

3. Demonstrate ability to properly execute confined space rescue techniques.

4. Able to climb and work at heights, enclosed areas, and hot work environments.

3. Lifts up to 75 pounds.

4. Able to work in confined spaces and in underground manholes structures in hot environments.

5. Able to wear personal protective safety equipment including but not limited to fall protection, respiratory protection (APR, SCBA), hearing protection, protective clothing, fall protection, etc.

6. Able to lead and interface effectively with others.

6. Available to work extended or outside of normal business hours, including nights and weekends and be on-call on a rotating basis.

7. Ability to use a calculator, personal computer, and have experience in Microsoft Office applications such as Word, Excel, Access, PowerPoint, and Maximo.

8. Excellent oral and written communication skills, ability to provide clear and concise communication.

10. Valid MA drivers’ license required.

11. Obtain and maintain DOT Commercial Motor Vehicle operator certification

Educational & Related Job Requirements

1. Associates Degree in Technical Discipline (or Equivalent) preferred

2. Prior one to two years practical experience such as in a co-op program, vocational school, mechanical trade, or equivalent hands-on work

3. Ability to attain certification in both Confined Space Rescue and Asbestos Supervisor work functions (training provided by employer)

4. Hold and maintain Advanced CPR and First Aid certification. EMT Certification preferred

Hourly Pay: DOE $25-28/HR
Shift: 10:00 PM to 6:00 AM with overtime potential

Compensation $25-$28
