The First Assistant Engineer is a civil service mariner (CIVMAR) employed by the Navy to serve the Military Sealift Command (MSC) onboard naval auxiliaries and hybrid-manned warships worldwide, in peace and war. MSC provides on-time logistics, strategic sealift, as well as specialized missions anywhere in the world, contested or uncontested environments. Responsible for the proper operation, maintenance, and preservation of all engine department machinery and equipment. Responsible for the economical use of consumable supplies, stores, and spare parts; the cleanliness and proper condition of all spaces under the jurisdiction of the engine department; and the conduct and efficient performance of engine department personnel. Must be competent and skilled in the use of condition monitoring equipment, including basic interpretation and analysis of the raw test results. Must have a thorough understanding, be well versed, and be a proponent in the proper use of MSC's approved preventive maintenance and machine history program (SAMM) and special programs (e.g. lube oil analysis, implementation and administration of MSC lockout/tag out program, water treatment, electrical safety, heat stress, sewage handling, refrigerant handling, and gas free engineering). Incumbent is required to be proficient in the performance of shipboard engineering, fire, and collision drills. Carries out instructions safely and efficiently, and takes the initiative to perform emergency duties without specific orders or instructions. Masters and Department heads may add to these duties to clarify specific shipboard tasks.

Aboard Steam vessels is responsible for the condition, maintenance and operation of boilers and appurtenances, testing boiler water chemistry, maintaining test records, calibrating combustion control equipment, operating evaporators, and the maintenance of feed and condensate systems. Aboard Diesel or Gas Turbine vessels is responsible for the proper operation, maintenance, and repair of auxiliary boilers and appurtenances, propulsion and auxiliary diesel engines, and auxiliary system machinery and equipment; and for the operation and condition of the fuel oil system, including transfer pumps, strainers, heaters, heating coils, and storage tanks. As the Deck Department Head, the First Officer is responsible for the safe, effective and efficient management and supervision of deck department employees. Ensures sound fiscal management and adherence to budget guidelines by deck department employees. Has a thorough knowledge of the CMPI and DHAMS. Serves as the ships’ safety officer, training officer, damage control officer, vessel security officer, oil spill coordinator and (may be) gas free engineer. On ships without a Master, the OIC/Chief Mate is the Officer in Charge (OIC) of the entire CIVMAR contingent onboard regardless the disparity between formal pay rate designators.

As second in command of the ship, is directly accountable to the Master for all matters pertaining to management, operation, care, safety, and physical condition of deck department operations and keeps the Master informed in those areas. Keeps abreast of all ship’s business matters and acts on behalf of the Master when he/she is not available. Maintains a functional understanding of ship’s mission, operations, command relationships, and operational reports. Acts as a Command Duty officer (CDO) in charge of the Shipboard Reaction Force (SRF) and fire parties on ships so organized. Performs emergency duties as assigned by the Master and reflected on the Station Bill.

Responsible for the proper planning, loading, stowage and discharge of cargo and maintenance of the ship in a safe and stable condition. Prior to sailing, inspects the ship to ascertain there are no structural defects and that hatches, side ports, cargo gear, cargo and equipment are secured properly. Using Ship Automated Maintenance Management (SAMM) prepares and submits deck department repair list. Submits a list of Voyage Repair Requests (VRR’s) to the Chief Engineer for maintenance and repair of deck related items that are beyond the capabilities of ship’s force and require outside industrial assistance. Monitors the progress of VRR’s; inspects repairs made by shore side personnel and makes reports of inspections to the Master and Chief Engineer.

Ensures equitable distribution of overtime; ensures subordinates maintain proper hygiene, grooming and uniform standards; exercises disciplinary control over subordinates and initiates disciplinary actions IAW CMPI 750; recognizes and rewards subordinates’ work-accomplishments and achievements using the awards program; conducts career counseling, arranges training, monitors personnel career progressions, and encourages upgrading of licenses and documents; and prepares MAP/Promotion Evaluation Reports as required. Must be able to effectively use applicable shipboard software applications.

As AT/FP Officer, issues orders to and ensures training of crewmembers to provide force protection, physical security of government property, and security awareness for classified documents and materials. Ensures maintenance of a continuous gangway watch to control personnel and material coming aboard or leaving the ship. Acts as Qual-Cert Board member on board ships with the program. Presides at deck department safety meetings, presents progress reports of outstanding and new safety items and recommendations. Maintains a safety library and keeps personnel and department heads informed on current safety procedures and developments. Oversees Ships Safety Management System (SMS) administration and compliance as Safety Officer. Makes SMS reports as required.

Towing and salvage First Officers shall be TOAR endorsed or tow qualified and have experience in towing and salvage. First Officers should be competent ship handlers capable of docking, undocking and mooring without tug assistance. They should have superior leadership skills working with Mobile Diving and Salvage Units (MDSU), foreign Navy, and VIP personnel. Towing and Salvage Mates must be proficient at shipboard medical care and have knowledge of the US Navy Tow Manual.

MSC provides on-time logistics, strategic sealift, as well as specialized missions anywhere in the world, in contested or uncontested environments.

Serves as a member of the Deck Department under the supervision of the First Officer. Assists the Master and First Officer in carrying out their responsibilities and duties and performs such duties that may be assigned, including assuming command of the ship in their absence. Responsible for the dual function as Navigator and Operations Officer.

As the Navigation Officer, directly accountable to the Master for the navigation responsibilities of the ship. Serves as the direct supervisor of all Watch Officers and Watch Teams both at sea and in port. Prepares a comprehensive voyage plan and briefs the Master and watch officers ensuring that the classified nature of the mission and specific information on ship’s voyages, movements and position are not indiscriminately revealed.

As the Operations Officer (OPSO), responsible for the scheduling of operational tasking and harbor movements, naval message operational traffic, tactical maneuvering coordination and communication underway, and Helicopter Control Officer (HCO). Member of the Master’s Staff and Safety Council. The OPSO is the designated position replacing the Military Detachment Officer-in-Charge. He is the direct supervisor of the Operation Chief. The OPSO provides key information to the Master and Watch Team concerning ship schedule, maneuvering and flight operations. The OPSO also works in conjunction with the Cargo Officer and CIVMAR Supply Officer to ensure all cargo evolutions are within the capability of the ship’s manning and ROC & POE.

Maintains Naval Warfare publications library and associated naval guidance and instructions.

Scheduling of harbor movements for Arrivals, Departures, Shifts, and Cargo fuel loading dates/times with MSFSC SEALOG AOR, Battle or Strike Group Commander and Port Operations to include Harbor Pilots and tugs is an intricate responsibility of the OPSO and a primary concern to the Master.

When acting as the senior watch officer, ensures that all standard navigation day’s work is performed by all watches and that operational checklists are maintained. Ensures event records on the bridge coincide with engine room records by synchronizing clocks at noon each underway day and after each time change increment. Maintains assigned berthing compartment in a neat, clean, and orderly manner.

OPSO is responsible for maintaining verbal communications over Fleet Tactical radio circuit during operational underway re-fueling to all customer-receiving ships; and to ensure direct communication with the navy customers in real time Command Chat as necessary. Responsible for ensuring the daily AKAI-6 CALL SIGNS and customer ship JANAP CALL SIGNS are provided to the Mate on Watch as well as any other pertinent information so the watch officer can maintain situational awareness.

As Second Officer (CARGO), inspects ship’s holds and cargo areas to ensure that they are clean, dry and properly ventilated. Prior to loading or discharging, has operational tests made on all cargo winches prior to rigging booms; ensures that booms are rigged and topped with preventer guys; that cargo gear is rigged according to the design specifications; that cargo spaces are properly prepared to receive the type of cargo to be loaded; that fixed cargo lights on masts and in holds are tested for operation and that portable cargo lights are available and ready for use; that installed cranes are ready for use. Ensures that cargo is delivered in good condition and notes exceptions; takes necessary precautions to prevent pilferage, damage or loss during loading, transfer or discharging operations. Ensures winches, nets, slings, bridles and other cargo-handling gear are inspected for safe operation prior to use while cargo is being worked; and that cargo is distributed according to plan, well dunnaged, marked and secured in place. On ships fitted with cranes ensures safe and effective use.

During vertical replenishment (VERTREP), ensures proper methodology of helicopter cargo and personnel transfer are used, that cargo is properly staged and weighed, readied for transfer, color coded and transferred to appropriate destination. Ensures all VERTREP equipment is properly maintained and utilized. Serves as Flight Deck Officer (FDO) during VERTREP operations.

Ensures that cargo tanks are cleaned and that all safety precautions are observed such as the use of spark-proof equipment; Butterworthing temperature and pressure limitations; and that tanks are vented properly, and are gas free, well lighted and tested before crewmembers enter them. Trains tank cleaning personnel in safety, emergency procedures and equipment. Ensures tank cleaning equipment is properly stowed and maintained. Ensures fuel oil quality control standards are met in accordance with the Fleet Oiler Manual. May be assigned collateral duty of Gas Free Engineer.

OPSO may also serve as the Afloat Environmental Protection Coordinator (AEPC) and the Public Relations Officer.

Collateral Duty: After receiving certification from MSC Drug Free Workplace Program Coordinator, will be the alternate Collection Site Coordinator (CSC) for the Drug Free Workplace Program (DFWP) onboard ships without a Medical Service Officer (MSO). Will be the alternate Breath Alcohol Technician (BAT).

The Junior Supply Officer (JSO) is a Civil Service Mariner (CIVMAR) employed by the Navy to serve the Military Sealift Command (MSC) onboard naval auxiliaries and hybrid-manned warships worldwide, in peace and war. MSC provides on-time logistics, strategic sealift, as well as specialized missions anywhere in the world, in contested or uncontested environments.

The JSO assists the Supply Officer in executing daily supply operations onboard all MSC GOGO Combat Logistics Force (CLF) ships, hybrid-crewed U.S Navy submarine tenders and one hybrid-crewed U.S. Navy command ship. The JSO executes daily supply operations onboard all other MSC GOGO and U.S. Navy hybrid ships.

The Junior Supply Officer reports directly to the Supply Officer, or as applicable, the Master/CIVMAR OIC or Commanding Officer.

Incumbent is expected to comply and be familiar and up to date with all Supply/Logistics operation instructions, policies, procedures, regulations and TYCOM directives, etc. Is responsible and accountable for the proper performance and administration of all supply department functions onboard ship, including the submission of accurate and timely reporting.

The Junior Supply Officer is responsible for all actions required in the Supply Officer Turnover letter.

The Junior Supply Officer is knowledgeable in administration, a variety of automated systems and websites, communication, configuration and logistics data management, department head responsibilities and personnel management, financial management, and oversight of food service and Exchange Location Operation (XLO) programs. The Junior Supply Officer is knowledgeable in large scale CLF load management Logistics Concept of Operations (CONOPS) and fleet operating procedures worldwide. The Junior Supply Officer is responsible for the management of the following: Hazardous Material (HAZMAT) program, port visits, supply support requirements for ship’s operation, repair, support, and port visit execution, and other duties, as assigned.

The Junior Supply Officer is responsible for communicating effectively with all levels of civilian and military management personnel afloat and ashore on a variety of Supply/Logistics related issues and personnel issues.

Duties are inclusive of the following:

Administration Monitors and maintains legacy and current files, records, directives, SOPs, correspondence, and reports for all types of material. Ensures all applicable files for requisitioning, purchase, receipt, stowage, and disposition are properly maintained.

Automated Systems Responsible for gaining or ensuring access, proper use, training, and administration of supply automated programs. Ability to read, understand, and process all daily (automated) reports produced by ShipCLIP.

Systems include, but are not limited to, Combat Logistics Force (CLF) Module, Department Head Afloat Management System (DHAMS), Electronic Retrograde Management System/Navy In-transit Accountability (eRMS/NITA), Fed Mall, Food Service Management (FSM), FORMS, GSA Advantage, Hazardous Materials Information Resource System (HMIRS), Hazardous Inventory Control System – Windows Based (HICSWIN), NAVSUP’s Husbanding Support Portal (HSPortal), Integrated Supply Information System (ISIS), Navy Logistics Library (NLL), LogiQuest database, OneTouch, Relational-Supply (R-Supply) (limited use on AS class), Shipboard Automated Maintenance Management (SAMM) system, and Shipboard Configuration and Logistics Information Program (ShipCLIP 4.3 or later).

Communication The Junior Supply Officer is responsible for communicating effectively, both orally and in writing, with all levels of civilian and military management personnel afloat and ashore on a variety of Supply/Logistics related issues and personnel issues. Must be prepared and able to brief shipboard management team and Type Commander on supply related issues. Responsible for contact with Combat Logistics Officer (CLO) networks at CTF-33/53/63/73/83 and MSC’s N46 Global Stock Control (GSC) network.

Configuration and Logistics Data Management Knowledgeable of configuration accounting and logistics data management processes. Conducts configuration validations, processes and updates Allowance Change Requests (ACRs), Fleet COSAL Feedback Reports (FCFBRs), and Configuration Change Reports (CCRs); and conducts ShipCLIP training. Monitors supply effectiveness and takes actions to investigate non-supported and poorly supported equipment ensuring that additions, deletions, and modifications of equipment are properly documented and reported. Identifies and maintains reporting on all known equipment defects and/or peculiarities under the Supply Department’s cognizance. Ensures that logistical support, including repair parts, tools, test equipment and technical manuals are obtained for all new or modified equipment or equipment obtained through micro purchases. During overhauls, with an onsite logistics representative, coordinates with Logistics Type Desk/Services’ Contractor to ensure that ship configuration logistics support is obtained for all newly installed or modified equipment prior to end of overhaul. Gains access to Shipboard Automated Maintenance (SAMM) system to review Voyage Repair Requests (VRRs).

Onboard CLF ships validates that Shipboard Configuration and Logistics Information Program (ShipCLIP) and CLF Module Administration and User Guides are available. Validates that ShipCLIP CLF Module Business Continuity Plan (BCP) is readily available, CARGO commodity Basic Material File daily saves are stored on application, and database server recent hardback copy of CARGO inventory is available. Maintains administrative rights for ShipCLIP access.

Department Head and Personnel Management Where applicable or assigned, the Junior Supply Officer assigns, oversees, supervises, and monitors the day to day supply operations of all other supply personnel. Coordinates and delegates the Food Service functions to the Chief Steward/Steward Cook. Ensures supply personnel are properly trained to perform duties assigned, clean and neat in appearance, attentive and polite in the performance of their duties, and that Food Service prescribed work clothes are worn while on duty.

As Department Head, responsible for initiating training, cross-training, and effective use of Supply Personnel. Must have a thorough knowledge of Civilian Marine Personnel Instructions (CMPI), Department Head Afloat Management System (DHAMS), EEO instructions, and payroll guidelines. Prepares and submits Mariner Advancement Program (MAP) evaluations and/or recommendations regarding assignments and promotions of Supply Department personnel to the Supply Officer/Master/OIC, as required. Participates in the incentive awards program recognizing outstanding department personnel. Counsels all personnel assigned on advancement opportunities or notices to improve. Institutes proper measures to minimize breaches of discipline and initiates and/or recommends disciplinary action after investigation. Manages supply department time sheets and overtime assignments.

Responsible for supply spaces key control program and safeguarding of safe combinations, passwords, and access codes.

Ensures all GSC correspondence files containing most up to date CLF Flashes, external memos, and other GSC guidance are onboard.

Onboard CLF ships, maintain custody of CARGO [Defense Working Capital Fund (DWCF)] Fuel accounts and monthly inventory reconciliation. Maintains automated fuels management records and reporting systems in accordance with (IAW) Type Commander (TYCOM) directives to ensure proper accountability and control of Navy owned bulks fuels carried onboard MSC vessels. Conducts physical inventory of all CARGO (DWCF) fuel tanks, matches CLF Module inventory, and reconciles all differences and posts to appropriate records. Establishes and maintains CLF fund codes and end-use fund codes. Manages ship’s OPTAR and ensures that all grants, budgets, transmittals, and reports are properly maintained and reported to higher authority as required by MSC. Ability to maintain expenditure log for Aviation Depot Level Repairables (AV-DLRs). Knowledge of and maintains helicopter detachment’s OPTAR to include all requisitions, receipts, adjustments, cancellations, and EOM reporting. Responsible for proper financial management of Government Commercial Purchase Cards (GCPC) procurement.

Where applicable or assigned, the Junior Supply Officer manages the material support operations to include procurement, receipt, storage, Quality Assurance (QA), and expenditure procedures for all types of material (BP-28 Material, AV-DLR, End-Use, Aviation Pack-Up kits, Sensitive Items, Mail, Fleet Freight, Personal Effects, and Classified Material). This includes proper material identification, handling, inventory management, expenditures, surveys, warehousing, packaging, documentation and transportation.

Procures all shipboard requirements using Government/Commercial sources, Defense Logistics Agency (DLA) Disposition Services, Reusable Residual Asset Management System (RRAMS), and all DOD, DLA, and GSA agencies. Ensures proper material identification for both Government and commercial items using management data lists, allowance lists, load lists, technical manuals, parts list, Navy Logistics Library (NLL), Master index of APLs/AELs (MIAPL), LogiQuest, and commercial off the shelf technical research systems. Sets schedules, conducts inventories, location audits, and maintains inventory stocking levels IAW COMSCINST 4000.2 (series), Quality Management System (QMS) Instructions and other supply instructions (NAVSUP P-485).

Ability to maintain prescribed endurance levels for all types of shipboard inventory requirements. Ensures all prescribed inventories are conducted and properly posted to corresponding records. Takes all measures to meet MSC inventory effectiveness goals.

Knowledge of and ability to ensure that fleet cargo, mail, fuel, freight, personal effects, and unaccompanied baggage are properly received, distributed, documented, transported, and accounted for in accordance with DON and MSC directives.

Food Service and Exchange Location Operations (XLO) Oversees and monitors inventory and accountability for the ship’s Food Service and Exchange Location Operations/Ship’s Store Programs (where applicable) IAW COMSCINST 4000.2 (Series). Ensures Food Service sanitation program is in effect and that food preparation equipment and spaces meet cleanliness standards required by DON/MSC instructions. Ensures adequate stocks of provisions are on hand to meet ship’s operating and endurance requirements. Ensures the Food Service division maintains the Healthy Heart menu and submits required documentation. Knowledge of NAVSUP form 338 to monitor the financial status of the General Mess. Ability and knowledge to provide guidance to Chief Steward, as required. Knowledge of and ability to oversee the Exchange Location Operation (XLO) and review returns, inventory, reports, and cash sales.

Hazardous Material (HAZMAT) As the Hazardous Material (HAZMAT) Coordinator, manages the ship's HAZMAT program in accordance with DON, MSC instructions and utilizes Hazardous Materials Information Resource System (HMIRS) (where applicable). Gains access and uses Hazardous Inventory Control System-Windows Based (HICSWIN) to research HAZMAT items and obtain Safety Data Sheets (SDS). Provides training for shipboard personnel in proper use, handling, stowage, cleanup, and offload of HAZMAT. Maintains inventory reports for all-shipboard hazardous materials, receipts, issues, and stowage. Documents and turns in all excess HAZMAT and any hazardous waste. Submits new requirements to be added to MSC Authorized Use Listing (AUL), as required. Ensures HAZMAT inventory is submitted to MSC N41 HAZMAT Coordinator annually by June 30.

Port Visit support/execution The Junior Supply Officer is responsible for reviewing scheduled operational events in accordance with (IAW) the Operations Schedule (OPSKED) and is responsible for knowing fleet operating procedures worldwide.

Regularly reviews operational schedules and establishes contact with applicable points of contact and system accesses are obtained to ensure all requirements are submitted for ship’s operations, repair, support, and port visit execution. Ensures a Department Accountable Official (DAO) training and appointments are completed for Junior Supply Officer and another accountable person. Some Husbanding Support Provider (HSP) document examples are the Global Logistics Requirement (LOGREQ) requests, DD 250 (Material Inspection and Receiving Report), Port Visit Checklist, and Daily Reconciliation reports. The Third Officer is a civil service mariner (CIVMAR) employed by the Navy to serve the Military Sealift Command (MSC) onboard naval auxiliaries and hybrid-manned warships worldwide, in peace and war. The Third Officer is a member of the Deck Department. Serves as a deck Watch Officer and assists the Master and senior deck officers in carrying out their responsibilities; and in their absence may assume command of the ship. May be called upon to assist the Navigation/Operations Officer or Operations personnel with conducting various duties associated with communicating with military units. May be required to stand watch during naval operations that require the securing of electromagnetic navigation aids such as radar and bridge to bridge radio, or the extinguishing of navigational lights. As directed/designated by the Chief Mate: (1) makes timely and frequent inspection of all lifesaving equipment onboard the vessel, including lifeboats, life rafts and associated securing devices, and any other equipment; (2) performance duties of CBR-Readiness Officer, provides direct input to the First Officer about CBR training and readiness of the vessel/crew to counter all threats; keeps informed on all matters concerning radiacs, the ship’s fire main system and any other material condition reports having a direct impact on the ship’s CBR status.

Assists with the timely and accurate update of the ship’s navigational publication library and electronic chart system under the direction of the Second Officer (W). Make chart corrections or post chart correction cards only with the permission of the Master and under the supervision of the Second Officer (W). Must be able to effectively use applicable shipboard software applications. Must be able to use, inspect, and monitor all bridge navigation equipment using GMDSS. Must be able to properly communicate with radio telephone.

During at sea periods; (1) maintains the watch in accordance with USCG, COMSC, and the Master’s instructions or standing orders; (2) ensures that the Watch is properly trained in standard helm commands and lookout duties and; (3) respond to a steering casualty scenario, a man overboard incident, ship’s security violation, and emergency maneuvering situations.

Maintains a proper lookout and an accurate ship’s position at all times while on watch. Provides the Master information immediately about ship’s position, course, and speed, using any and all means available. Adheres to the Collision Regulations (COLREGS) Rules of the Road unless directed by the Master or Commanding Officer to divert from one or more of them for military operational reasons. Unless directed by the Master, maintains a continuous radar/surface plot of all surrounding traffic to a scale appropriate to the traffic situation. During periods of restricted visibility, heavy traffic, any emergency or when in doubt, contacts the Master, providing him/her ample time to survey the situation and make an informed decision.

During in port periods conducts the watch in a proper and safe manner, including the safe and appropriate lighting of the vessel at night. Maintains a proper security posture, properly tended mooring lines; and, an alert, attentive gangway watch. Ensure accurate communications between the Deck and Engine Watch so as to remain alert for conditions of fire or flooding, or any incidents that may hamper damage control efforts. Perform duties consistent with Federal, Local and Command oil and environmental pollution regulations whenever fuel is being transferred during his/her watch. As a deck officer must maintain a proper uniform IAW CMPI.

Monitors the safe and efficient operation of engineering machinery, equipment and spaces, enters data in logs, and reports special events in the appropriate logs. Performs routine maintenance and repair of engine room machinery and auxiliary equipment; and observes engine/fire room repairs and work being done by shipyard or other shore side facility. Incumbent must have the ability to perform assigned duties, carry out instructions safely and efficiently, and take the initiative to perform emergency duties without specific orders or instructions. Manages the cooling water treatment of main propulsion engines and auxiliary generators and any other water-cooled engineering systems. Manages potable water, testing and treatment, storage of bulk lube oil and performs routine testing of lube oils in various engineering systems. Performs machinery overhauls, dismantle machinery and equipment, effect repairs to same by replacing or fabricating components, perform subsequent reassembles, operational testing of controls, safeties, shutdowns, and place equipment in service. Participates as a lifeboat crewmember and a firefighting and emergency response team leader. Ensures that all personnel assigned to watch are aware of their duties during scheduled drills and participates in same; and ensure that an engineering casualty drill is held at least once a day.
