Port Captain
Position Summary
The Port Captain is responsible for ensuring the safe, compliant, and efficient operation of US-flagged vessels calling U.S. and international ports. This role serves as the primary shoreside marine authority supporting vessel Masters and crews, with a strong focus on US Coast Guard (USCG) regulatory compliance, cargo operations, and port interface management for bulk carriers, project cargo vessels, and/or tankers.
Key Responsibilities – Marine Operations & Compliance
– Act as primary shoreside liaison between vessel Masters, terminals, charterers, and regulators
– Ensure compliance with USCG regulations including 46 CFR and Certificate of Inspection (COI) requirements
– Support USCG inspections, audits, vetting, and examinations
– Ensure ISM, ISPS, MARPOL, and SOLAS compliance
Cargo & Port Operations
– Oversee bulk, project/heavy-lift, and/or liquid cargo operations
– Review cargo plans, stability calculations, and ballast operations
– Coordinate safe loading, discharge, bunkering, and mooring operations
Vessel & Crew Support
– Provide operational guidance to Masters
– Support incident investigations and corrective actions
– Ensure compliance with STCW, union labor agreements, and drug & alcohol programs
Safety & Risk Management
– Promote safety culture and conduct vessel inspections
– Close out deficiencies and non-conformities
– Participate in emergency response planning and drills
Required Qualifications
– Bachelor’s degree, Maritime Academy grad preferred but will consider relevant experience
– USCG C/M or Master’s License preferred, 5–10+ years experience on US-flag vessels
– Strong knowledge of USCG regulations (46 CFR)
– Experience on bulk carriers, project cargo vessels, or tankers
– Willingness to travel
