Brighter Horizons Environmental Corporation (BHE) is New England’s premier waste stream management company since 2005, providing comprehensive Site Remediation, Demolition, and Environmental Construction services. We self‑perform demolition, dewatering, excavation, soil management, transportation, disposal, and site restoration, with safety as our highest priority.
BHE is a close‑knit team of about fifteen professionals based in Ayer, MA, serving clients throughout New England. We are seeking an experienced Procurement & Preconstruction Manager to lead company‑wide bidding, procurement, and preconstruction operations. This role is ideal for a detail‑oriented, highly organized professional who excels at coordination, communication, and cross‑department collaboration in a fast‑paced environment.
The Procurement & Preconstruction Manager plays a central role in BHE’s early‑stage project lifecycle. This position manages bidding processes, subcontractor and vendor procurement, preconstruction workflows, and documentation to ensure projects are fully prepared for successful execution.
The ideal candidate thrives in a dynamic environment, manages multiple priorities with accuracy, and ensures all preconstruction activities are completed on time.
Procurement & Bidding
Develop, coordinate, and assemble bid packages for public and private sector projects.
Review drawings, specifications, and project documents to develop accurate scopes of work.
Perform or assist with quantity takeoffs, material/labor/equipment breakdowns, and cost components.
Solicit, evaluate, and organize subcontractor and supplier pricing.
Maintain bid logs, pursuit pipelines, and tracking systems to ensure timely submissions.
Download, track, and organize all bid documents including plans, addenda, RFP/RFQs, and amendments.
Assist with preparation of cost estimates, proposals, bid forms, and supporting documentation.
Preconstruction Support & Coordination
Assist with project startup activities following award, including documentation and internal coordination.
Request, track, and verify subcontractor agreements, purchase orders, and vendor contracts.
Maintain organized logs for contracts, amendments, bonds, insurance certificates, and correspondence.
Support development of project‑specific work plans and preliminary schedules.
Participate in project handoff meetings to ensure smooth transitions to operations teams.
Coordinate full project kickoff setup ensuring all contractual and administrative requirements are completed before mobilization.
Create and maintain digital project folders including contract documents, plans, submittals, procurement logs, and schedules.
Prepare internal kickoff packets, execution checklists, and project briefings.
Upload, issue, and track drawings, specifications, RFIs, addenda, and revisions.
Ensure field teams receive current plan sets, contract requirements, and administrative forms.
Review bid and client documents to determine all pre-award and preconstruction deliverables.
Assist with preparation of technical submittals, product data, and approval packages.
Track preconstruction deliverables to ensure full compliance before project start.
Support early procurement planning and material lead‑time reviews to prevent delays.

High School Diploma or GED equivalent (required).
Bachelor's degree (preferred) or equivalent experience.
Must be 18 years of age.
5+ years of experience in procurement, preconstruction, or construction administration.
Strong understanding of bidding processes, contract documents, and construction terminology.
Excellent organizational, communication, and negotiation skills.
Proficiency in Microsoft Office and construction management software.
Ability to manage multiple deadlines in a fast‑paced environment.
Ability to pass Pre-Employment Physical, Drug Screen and Alcohol testing.
Ability to pass Pre-Employment Background Screening (CORI).
