Purpose of Job:
Keystone is seeking a highly organized and skilled professional to fill the role of Assistant Port Engineer / NSE Analyst. This position combines responsibilities related to assisting with port engineering activities and NSE management.
Main Duties and Responsibilities:
• Promote and comply with the Keystone Shipping Co safety culture and adhere to all safety guidelines. Make safety a priority in everything we do and seek opportunities for continuous improvement.
• Implement and comply with Keystone’s SMS– Safety, Quality, and Environmental management system.
• Assist the Port Engineer in overseeing the maintenance and repair of vessels, ensuring compliance with industry standards and regulations.
• Perform lifecycle management for the assigned class of ships using ABS Nautical Systems Enterprise as the management software. Ensure all ships in the class remain consistent with regards to preventive maintenance plan, corrective maintenance & repair tracking, equipment hierarchy, shipboard alterations, and spare parts management.
• Ensure all required data is entered into the ABS Nautical Systems management system in accordance with the MARAD Business Protocol document and ship manager contract requirements.
• Export reports from the ABS Nautical Systems Enterprise management software as required to meet contractual deliverables and to satisfy all data-calls from the customer.
• Assist in the development and implementation of preventive maintenance programs for vessels, machinery, and equipment.
• Assist in managing the budget for vessel maintenance, repairs, and spare parts procurement.
• Conduct regular inspections to identify maintenance needs, safety concerns, and potential areas for improvement.
• Assist in investigating and resolving technical issues and breakdowns, providing timely solutions to minimize downtime.
• Collaborate with the Port Engineer to ensure proper documentation and record-keeping of maintenance activities and repairs.
• Assists the Company in any necessary duties to achieve Company goals.
• Performs other related duties as assigned.

Competencies:
• High proficiency and accuracy with data.
• Proficiency in ABS NS-E, NS-5 Software for database entry experience is strongly desired, with the ability to accurately manage and maintain vessel data within classification society requirements.
• Advanced proficiency in the Microsoft Office Suite and SharePoint.
• Excellent organizational skills and attention to detail.
• Ability to multitask and work within critical time constraints.
• Ability to work independently and under limited supervision.
• Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.

Supervisory responsibilities:
The Assistant Port Engineer / NSE Analyst will assume supervisory responsibility for the assigned ship group when the port engineer is on leave, traveling, or unavailable. During these circumstances, the assistant port engineer shall have supervisory responsibilities for the assigned crewmembers and for all subcontractors working onboard the ship.
Minimum Qualifications:
• High proficiency and accuracy with data.
• ABS NS-E Software database entry experience is strongly desired
• Proficiency working in ABS MyFreedom.
• Proficiency in the Microsoft Office Suite.
• Excellent organizational skills and attention to detail.
• Ability to multitask and work within critical time constraints.
• Ability to work independently and under limited supervision.
• Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.
• Must possess or be eligible for a TWIC.
• Must possess or be eligible for a DOD-granted "SECRET" security clearance.

Education, Licensure and/or Experience:
Bachelor's degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university; minimum of 2 years’ experience serving aboard commercial ocean-going ships of not less than 4,000 HP as either a Chief Engineer, First Assistant Engineer, or Second Assistant Engineer. In addition, a minimum of 1 year working with computerized maintenance tracking system (preference given to ABS NSE). This experience shows proficiency utilizing computerized maintenance tracking systems to include data entry, data quality control, and running of reports.
