This is a full-time, salaried, exempt position reporting to the Regional Vice President. This position can be based out of our Portsmouth, NH; Staten Island, NY; Philadelphia, PA; or Baltimore, MD locations.

POSITION SUMMARY

The Regional Port Captain is a Subject Matter Expert (SME) on tugs and towing operations who assists the Regional Vice President in ensuring and improving safety of operations and excellence in the fleet. The Regional Port Captain is expected to collaborate with operations, safety, and engineering teams for safe and efficient operations. When directed, the Regional Port Captain will directly interact with local management and marine personnel, including aboard Moran assets, to carry out corporate objectives in accordance with the company Mission Statement.
 
The Regional Port Captain effectively works in an unsupervised capacity and communicates with employees shoreside and afloat. The incumbent will work independently and as a team member, demonstrating good judgment, initiative, and excellent organizational skills. Hours of work are Monday through Friday, 9am to 5pm, but the incumbent must be available, if required, during off-hours, weekends, and holidays. Frequent travel to ports of operation within the region is required, with some additional travel to other Moran locations expected.

SPECIFIC RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED, TO:
 
     *          Verifying Safety of Operations
 
o   Identify and Correct, as necessary, unsafe conditions or behaviors.
 
o   Regularly Review the Safety Management System for applicability and effectiveness.
 
     *          Verifying Operational Excellence
 
o   Identify Opportunities for Improvement.
 
o   Assist with Competency Evaluations and Performance Reviews.
 
o   Assist with Crew Training and Professional Development.
 
o   Ensure Deck Preventative Maintenance Program is effectively implemented.
 
o   Develop, Observe and Incorporate Best Practices.
 
     *          Manage Regional and Corporate Programs
 
o   Maintain an Inventory of Wheelhouse and Deck Equipment
 
o   Manage the Wheelhouse and Navigation Safety Plan and Upgrade Program
 
o   As directed, assist with the implementation of new policies, programs, or capital improvement projects.
 
     *     Support Regional Operations
          +           Assist with repair periods or new asset deliveries as required, including transits.
          +           Assist with preparation of tows and tow surveys.
          +           Assist with regulatory compliance.
          +           Assist with internal/external audits.
          +           Perform Asset Surveys as directed.
          +           Assist with Damage or Injury Investigations as directed.
          +           Monitor Weather Threats, Review Local Response Plans and Ensure Readiness
          +           Manage the Line Inventory and Replacement Programs
          +           Assisting with Voyage Planning and Reviewing Voyage Plans
          +           Maintain Engagement with Port Stakeholders as Appropriate
          +           Advise as directed. 
 
REQUIRED QUALIFICATIONS
 
     * Minimum 5 years of work aboard Towing Vessels as Captain
     * Current USCG Licensure to include Master of Towing Vessels with Near Coastal Endorsements
     * Proficiency with Microsoft Office Programs
     * Valid driver’s license and Transportation Worker Identification Card (TWIC).
     * Proven successful management experience and demonstrated strong leadership skills and decisive decision-making.
     * Ability to work effectively individually and as a team member.
     * Demonstrated strong written and verbal communication skills, ability to take initiative, multi-task, interpret data, speak publicly, operate in stressful situations, and make quick decisions.
     * Ability to speak publicly in large groups for presentations.
     * Demonstrated good judgment, initiative, and organizational skills.
     * Ability to prepare reports and presentations.
     * Effective use of Microsoft Office computer skills, e.g., Word, Excel, Outlook, and PowerPoint.
 
PREFERRED QUALIFICATIONS
 
     * Bachelor’s degree in transportation or marine engineering. Work experience will be factored with education.
     * Designated Examiner Endorsement
     * Operations experience in the maritime industry.
 
 
PHYSICAL DEMANDS OF THIS POSITION INCLUDE THE ABILITY TO:
     * Board a vessel while moored via barge landing or underway via crew boat and withstand tug motion and high temperature areas for periods of time.
     * Cross bulwarks; frequently walk, including on uneven surfaces; climb ladders and stairs; stoop; bend; stand or sit for prolonged periods of time; and use a keyboard and computer screen.

PAY TRANSPARENCY:
 
Moran Towing Corporation offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location.  Our target pay range for the Regional Port Captain position is $150,000 -$180,000 per year.  This pay range represents Moran's commitment to pay transparency and is a reasonable estimate of possible compensation for this role at the time of posting.  The final salary for this role will be determined based on careful consideration of a variety of factors, such as the candidate’s exact location, experience, and expertise related to the qualifications.

Summary

The Environment, Health, & Safety (EH&S Manager is responsible for establishing, developing, and managing the environmental, health, and safety (EH&S) programs. The EH&S Manager identifies and mitigates EH&S risks in support of business performance and reliability goals. This is a full-time exempt position and reports to the Director of Health and Safety. This position is located in Baltimore, MD and provides regional support to company locations including Washington, DC, Morgantown, WV, and Atlanta, GA and other locations as needed. Approximately 5-10% travel to regional locations and more frequent local site travel are expected.

The compensation range for this position is $110-120K plus a 20% bonus target.

Responsibilities

Establishes and manages programs directed toward the continuous improvement of EH&S objectives.
Integrates EH&S objectives into all functions within the business unit.
Provides regulatory expertise to strategize and maximize company position within safety, health, environmental, and sustainability/green programs.
Interact with regulatory officials on behalf of the company.
Coordinates environmental, health, and safety programs with an emphasis placed on identification and communication of green initiatives and regulatory compliance to site management, supervision and employees. Provides support to all site departments and interact with all levels of the company in a project manager function to promote sustainability and green efforts.
Identify EH&S risks and provides mitigation plans which are consistent with business performance, reliability goals, and regulatory requirements. Establish and maintain management systems that support company goals and meet/or exceed regulatory requirements.
Develop and manage site EHS budget.
Provide air emissions and permitting regulatory expertise. Develops long term strategies to enhance company’s stake in economic based compliance programs such as RGGI CO2 Budget, NOx RACT, Title V permitting, etc.
Provide regulatory expertise for environmental requirements such as NPDES Permits, 3.16.b, Storm Water MSGP and SWPPP, Wastewater Treatment, Hazardous Waste Management, etc.
Audit EH&S program implementation. Works closely with managers and supervisors to ensure effective implementation and enforcement of EH&S policies and procedures, including inspections.
Serve as contact to regulatory agencies; negotiate new and modifications to facility permits; provide notification to government agencies, as required.
Supervise and Manage EH&S Specialists and interns as needed.
Develop and manage emergency response and contingency planning (FRP, SPCC, etc.) efforts; coordinate facility program with response contractors and Government Agencies.
Serve as planning Team Leader for Toxic Use Reduction and Storm Water Pollution Prevention.
Serve as Chairperson of the plant Safety and Green Team committees.
Work with site managers and supervisors to conduct accident/incident investigations. Conduct root cause analysis and recommend corrective actions to prevent re-occurrence. Maintain and manage Ventiv incident and insurance reporting software.
Lead and coordinate facility testing - combustion equipment stack testing (RATA), wastewater discharge, stormwater, NPDES, and waste characterization.
Manage environmental record-keeping and reporting program. Prepare reports for regulatory submittal. Maintain plant environmental records including permits, compliance data, training records, etc.
Audit EHS program implementation, conduct facility inspections and provide compliance status report to management.
Develop, coordinate, and conduct EHS training for employees, contractors, or visitors on topics such as accident investigation, safety inspections, use of protective equipment, confined space entry, lockout tagout, respiratory protection, etc.
Act as site training coordinator for administering online and classroom training.
Develop hazard control methods, procedures, and programs. Coordinate work-site evaluations and conduct job hazard analyses with respect to chemical, physical, biological and other hazards.
Audit and measure the effectiveness of hazard controls and hazard control programs. Communicates the results to management.
Oversee Workers Compensation management and fit for duty/return to work programs with supervisors/managers and HR.
Coordinate Industrial Hygiene (IH) program, conducts inspections, schedules consultant services, ensures collection of quality data. Maintain facility chemical inventories, reportable quantities, and Safety Data Sheets in GSM software.
Maintain a variety of records and documents for OSHA and other regulatory compliance purposes.
Observe and comply with all standard safety codes and practices, and performs work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws.
May be required to work evenings and weekends.

Basic Qualifications

Bachelor’s degree in Environmental Science, Occupational Safety & Health, Engineering, Chemistry, or equivalent
Minimum of 8 years’ experience with safety and environmental programs in a utility or manufacturing industry.
Must be familiar with Federal, state, and local regulations.
Strong interpersonal and written communication skills are required. Requires individual with a high degree of professionalism and collaboration.

Preferred Qualifications

Master’s degree.
ERM, CSP and TURP certification(s).
Detail oriented, able to take direction and handle multiple tasks, prioritize work effectively, and see a work project through to completion.
A willingness to acquire new skills and utilize technology to streamline processes and problem solve is essential.
Requires the ability to work well independently and effectively with others on a daily basis.
Emergency Status Designation: Essential; EH&S Incident Coordinator/Commander, Qualified Individual alternate.

Physical Requirements

Must submit to company required pre-employment drug screening and physical exam.
Must possess a valid driver license in good standing in order to operate a company vehicle. Must have and maintain a driving record meeting the standards of the company.
The employee will be required to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise, airborne particles, vibration and hazardous materials. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, respiratory protection, and specialized clothing where applicable.
Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Must be able to work internally in the physical plant and externally on the facility’s grounds or at other company sites.
Must be able to tolerate dust and other airborne particles and other materials such as diesel and lube oils.
Under certain conditions while working in the plant, may be required to wear a respirator – respirators are required in specified areas, therefore the employee will be issued with and trained in the proper use of this equipment.
Must adhere to personal hygiene grooming standards from a safety perspective
May require repetitive stooping, bending, climbing, reaching, and carrying; intermittent lifting, and moving up to 50 lbs.
Must be able to work from ladders, scaffolds, high-lifts, and in confined spaces.

In this role, you will oversee all daily operations and preventative maintenance of the equipment on the vessels and engines. Working with the tug engineers, you will troubleshoot and repair any issues that arise while ensuring that daily duties and proper work techniques are being followed. We are looking for someone with the following:
Maritime academy grad strongly preferred, will consider HS diploma with engineering experience on tugs
Minimum of 2-3 years experience in the tug industry either at sea or shoreside
Knowledge of USCG and ABS regulations
Able to communicate effectively, taking ownership for jobs/tasks to completion
Proficient with Microsoft Office
