Position Function:
Direct the day-to-day operations of the Authority’s fleet in accordance with applicable regulations, policies, procedures and standards.

Duties and Responsibilities:
• Formulate vessel operational policies, procedures and standards to provide guidance to vessel crews.

• Inspect vessels for conformance USCG requirements and with standards for safety and cleanliness. Direct corrective measures required to meet such requirements and standards.

• Observe vessel personnel performing duties to detect deviations from SSA policies and to determine changes in work practices and procedures to improve operations. Prepare directives to eliminate such infractions. Make recommendations on findings for management evaluation.

• Review vessel logs and other reports for conformance with SSA policies, schedules and other reporting requirements, and prepare reports of vessel operations as required or requested.

• Evaluate reports of vessel conditions, emergencies, accidents, weather and other factors influencing vessel operations to make decisions affecting service.

• Initiate investigations into causes of accidents, incidents, including near misses, and customer complaints relating to vessel operations, interview individuals concerned to determine responsibility, initiate corrective actions, including appropriate disciplinary actions and dismissals involving vessel personnel, and/or recommendations designed to improve service, safety and/or security measures to prevent further occurrences.

• Schedule and administer the training of vessel personnel, including development and implementation of vessel training programs and ensure their full implementation throughout the fleet.

• Evaluate and approve all promotions of personnel to Captain and Pilot positions. Final approvals will be subject to the approval of the Director of Marine Operations and General Manager.

• Direct and coordinate activities of vessels and vessel personnel to comply with USCG inspection requirements, and to obtain optimum use of vessels, facilities and personnel. Assist in the preparation of vessel schedules and vessel moves.

• Participate in union contract negotiations and settling of grievances, including participation at grievance hearings, arbitrations and other proceedings.

• Represent SSA in communications and meetings with the United States Coast Guard and other federal, state and/or local governmental authorities concerning vessel operations.

• Review and analyze vessel expenditures, financial and operation reports to determine requirements for increasing operating efficiencies, lowering costs and improving service. Assist in the preparation, administration and monitoring of the vessel operation budget.

• Supervise, directly or indirectly, all vessel personnel. Maintain confidentiality of information. Exercise judgment and initiative in making independent decisions.

• Maintain and continuously improve safety and environmental standards and procedures and ensure their full implementation throughout the fleet.

• Ambassador and role model for the SQMS with an engaging communication and influencing style able to work with all levels of the business to effect change and positive outcomes.

Required Qualifications:
• Possess, at a minimum, a U.S. Coast Guard license as Master of Inland Steam or Motor Vessels of 1600 Gross Tons.

• Strong knowledge of marine operations and the maritime industry.

• Strong knowledge of marine regulations at federal and state levels.

Desired Qualifications:
• Service as Master onboard vessels with USCG certified capacities of at least one hundred and fifty (150) passengers for a minimum of five (5) years.

• Familiarity with the Maritime Transportation Security Act of 2002 and the regulations promulgated thereunder.

• Supervisory experience in a customer service-oriented business.

• Minimum of three (3) years shore side management experience preferred.

• Minimum of a Bachelor’s degree in Marine Transportation or related work experience.

• Knowledge of and experience with high-speed craft operations preferred.

• Knowledge of Health, Safety, Quality and Environmental (HSQE) programs, including ISO/ISM and best practices.

This position oversees the day-to-day Operations Department and maintenance activities of the Authority's fleet. Assists the Director of Marine Operations in planning, organizing, scheduling and the efficient utilization of the fleet. Utilizes The Asset Guardian (TAG) to monitor the day-to-day preventative maintenance and corrective maintenance activities of the fleet. In cooperation with the Director Marine Operations, Project Engineer and Vessel Maintenance Manager, assists with repair and shipyard maintenance planning and schedule compliance to ensure efficient maintenance activities. This position also coordinates with Vessel Maintenance Manager and Facilities Maintenance Manager for manpower planning of craft personnel when working aboard vessels in operational status.

Duties and Responsibilities:

* Engine Department Utilization and Performance: Direct the efficient and effective use of vessel engineering plants, and develop service, operating and maintenance standards as a means of measuring compliance and performance. Coordinate routine USCG, ABS and other required inspections. Direct the disposition of USCG 835 deficiencies and other imposed citations. The Port Engineer is responsible for in-depth and current knowledge of all applicable federal and state regulatory requirements. Direct and perform employee evaluations and corrective actions and labor contract administration. Provide and convey information during revocation or suspension hearings, appeals tribunals, depositions, interrogatories and court hearings.
* Fleet Maintenance Schedule, Budget, Planning and Control: In cooperation with the Project Engineer, plans, budgets for and directs vessel maintenance contracts, capital construction and refurbishments, dry-dock schedules and repair facility availability periods. Plan, budget and direct Operating Budget expenditures for vessel superstructure preservation, major mechanical systems and steel replacement. In cooperation with the Project Engineer, review and concur with plan specifications and engineering specifications on major vessel contracts and approve change orders on vessel maintenance contracts.
* Vessel Design: Coordinate vessel engine department design requirements with the Project Engineer and Naval Architects to gain USCG approval.
* Human Resource Budget Planning and Control: Utilizes TAG to develop, implement and monitor the vessel preventive maintenance, machinery history and Work Order data bases. Direct vessel engine department manning, operations, maintenance program on a twenty-four (24) hour-a-day basis within the limitations and requirements of collective bargaining agreements, budgeting constraints and within crewing requirements set by regulatory agencies; e.g., United Stated Coast Guard , ABS, ICGB. Approve labor, materials, supplies, equipment and parts budgets, including fuel monitoring, control and analysis.
* Personnel Training Development: In cooperation with the Communications & Operations Center Manager, directs engine department training based on budget allocations, statutory requirements and SSA policy. Utilizes NAV to monitor the status of training efforts and make determinations regarding continuation of training based on needs. Coordinates with the Operations Department and the Manager of Environmental, Health, Quality and Safety to ensure safety issues are documented through the TAG system and remedied in a timely manner. In coordination with the other Port Engineer, Assistant Port Engineers and Vessel Maintenance Manager, conducts periodic safety audits of the vessels and maintenance facilities to ensure continued compliance with SSA and regulatory standards.
* Duty Schedule: Shall be available to respond to emergency calls after hours. Shall be required to alternate management weekend duty assignment with the other Port Engineer, Assistant Port Engineers, Vessel Maintenance Manager and Facilities Manager as directed. Perform duties of Director of Marine Operations in his/her absence.

Required Knowledge:
* Must possess a bachelor's degree in Marine Engineering or equivalent, be highly computer literate, familiar with CMMS programs and have previous experience in the operation and maintenance of main propulsion and auxiliary systems in a marine environment.
* Must have U.S.C.G. license of Chief Engineer (preferably unlimited Diesel and Steam).
* Maritime Academy Graduate (Preferred)
* Experience in Shore Side Vessel Management (Preferred)
* Proficient in the use of MS Project or Primavera (Preferred)

Performing first mate assistance to the owner/operator with regular excursions around the Cape and Islands.
