General Responsibilities

General Statement of Duties: Working collaboratively with Academy senior staff members, the Dean of Human Resources, Equal Opportunity & Diversity is responsible for developing, leading, and managing initiatives of strategic importance while maintaining a productive, compliant and positive workplace.

Responsibilities: 
1.    Oversee all aspects of Human Resources and Payroll.
2.    Identify and develop strategic plans for composition, training, and retention of faculty and staff. 
3.    Oversee Human Resources’ recruitment processes and employee onboarding through continuous review of hiring practices and policies with emphasis on promoting a culture of respect and inclusion. 
4.    Identify and provide new manager development and training on collective bargaining agreements, performance evaluations, attendance best practices, policies, and personnel actions. 
5.    Serve as the point of contact for faculty, staff, contractor and guest Title IX and discrimination complaints. 
6.    Serve as the Academy point of contact with general counsel and response to legal inquiries. 
7.    Serve as the Clerk to the Board of Trustees.
8.    Serve as the Public Records Officer for Public Records and FOIA responses.  
9.    Facilitate the Academy’s random drug-testing program ashore. 
10.    Oversee Payroll and provides consistent and timely notification of personnel actions, approved leave plans, attendance anomalies, changes in supervision and compensation.  
11.    Advise senior leaders and department heads on all classification and compensation policies, guidelines, and procedures.  
12.    Serve as the president’s designee for grievance adjudication. 
13.    Responsible for the preparation and submission of various higher education, state and federal employment reports, including EEOC, Unemployment and IPEDS. 
14.    Serves as a trained Decision Maker, Appeal Officer and Title IX Investigator.
 

Qualifications and Requirements

Minimum Qualifications: 
Masters degree in Human Resources Management and 5+ years experience of fulltime Human Resources experience. 


 

Preferred Qualifications

Preferred Qualifications: 
2+ years experience in public higher education and/or 2+ years experience administering collective bargaining unit employees.

Salary

$123,000 - $128,000 annually
