Monitoring and Evaluation (M&E) Officer:
Massachusetts Maritime Academy (MMA), in partnership with Satakunta University of Applied Sciences (SAMK, Finland), has been awarded funding for a four-year initiative to create a future-ready, resilient shipbuilding workforce. This transatlantic collaboration—anchored by PMC Shipyard, Bollinger Shipyards, and vocational schools—will design and deliver an adaptive training pipeline that responds to the evolving needs of the maritime industry and provides on-ramps for veterans transitioning into civilian shipyard careers.
The Monitoring and Evaluation Officer is a member MMA’s core grant team consisting of a Project Director, Monitoring and Evaluation Officer, and a Shipbuilding Specialist who will partner with team members in Finland, Bolinger Shipyard and another United States academic institution similarly teaming with another foreign shipyard.
Please note: This is a grant-funded position with no eligibility for severance pay. ILAB, the Federal awarding agency for this project, retains the authority to approve all key personnel changes throughout the life of the award as stated in 2 CFR 200.308(f).
Qualifications and Requirements
- Minimum of five years of professional experience in a senior M&E position, responsible for implementing monitoring, evaluation and learning activities for international projects.
- Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
- Experience in facilitating and leading strategic planning and performance measurement, including indicator design, target setting, reporting and developing M&E and performance monitoring plans.
- Experience developing and refining data collection tools and analyzing data.
- Experience working in or supporting similar projects in countries mentioned in this posting and experience related to the project’s focus areas are preferred.
- Experience monitoring and evaluating workforce training programs using qualitative and quantitative methods.
- Bachelor’s degree in statistics, demographics, public policy, international development, economics, or other social sciences is preferred.
- Demonstrated ability to facilitate and coordinate learning and adaptation processes, create and use tools to elicit and leverage learning, and lead crossteam learning or sensemaking workshops is preferred.
- Fluency in English (written and spoken) required. Non-native speakers must provide evidence of fluency, including a Test of English as a Foreign Language (TOEFL) score or transcript showing completion of advanced English language coursework.
