Pay.Gov Instructions

All fees for USCG credentials must be paid online through a User Fee Account.  The site accepts payments by credit or debit card or by electronic check. If you are only applying for your freshman credential, you will follow the instructions Cadet Deck/Engine Merchant Mariner Credential and pay a total of $140.00.  Your MMC is a requirement for commercial shipping.  In the event you have a lower level MMC, you must apply for the Cadet Deck/Engine endorsement at the same fee.  If you are a senior applying to license, follow the instructions for Third Mate and Third Assistant Engineer senior licensing and pay a total $ 255.00.

Instructions for Freshman (Cadet Deck/Engine) Merchant Mariner Credential Application $ 140.00 fee payment  

Follow the specific instructions below for the Pay.gov website
There are (6) boxes in the middle of the page:
Go to the box, “United States Coast Guard” and click on Pay it right here, brings you to the page
USCG Merchant Mariner User Fee Payment
Click on the button, Continue to the form
Complete the Agency Form – Applicant Mariner Details with your personal information

On the Regional Exam Center where you will, or have sent your application, select “Boston, MA”

Under “select what you need to pay for”, select the following from the drop down menu: 
Credential Category:  Select Rating Endorsement Only
Type of Endorsement:  Select Rating Original Endorsement.  This a $95.00 fee.
Examination/Testing Fees:  Select I will pay my exam fees later: $00.00 (you will not be testing now)
Issuance Fees:   Select Pay MMC Issuance Fee now $45.00
Click on "Continue"
Your total payment is $140.00. 

Continue to the payment page and choose your method of payment.  (debit, credit or bank account)
Click on “Next”
Complete required information and click on “Review & Submit Payment”
You will be provided a summary, if the information is correct, click “Submit Payment”

Be sure to print and retain the receipt of the payment screen.  This receipt copy will be the only proof of payment you will have.  You will need the Pay.gov Tracking number for this transaction to receive your credentials from the USCG.  A copy must be submitted with your Merchant Mariner's Credential application.  If there is a problem printing your receipt, email it to CDR Huhnke at mhuhnke@maritime.edu


Instructions for Third Mate or Third Assistant Engineer License Application $ 255.00 fee payment

Note:  Applicant social security number should be entered without dashes

Type of Endorsement:  Select Original Officer Endorsement
Additional EndorsementsRating Raise in Grade or upgrade $100.00
Examination/Testing Fees:  Select Officer Upper Level Exam Fee $110.00
Issuance Fee:  Select Pay MMC Issuance Fee now $45.00  (*You must pay now/you do not have a choice).
Click "Continue"
Your total payment is $255.00
Continue to the payment page and choose your method of payment. (debit, credit or bank account)
Click on “Next”
Complete required information and click on “Review & Submit Payment”
