CALL TO ORDER
Chairman Kane called the meeting to order at 0900 in accordance with the Massachusetts Open Meeting Laws. The meeting meets a physical quorum.
APPROVAL OF MINUTES
Chairman Kane requested a motion to approve the Board of Trustees minutes from 14 June 2019 as written. Trustee Wilkinson motioned to approve the Board of Trustees minutes from 14 June 2019 as written, seconded, MOVED unanimously by roll call vote:

CHAIRMAN’S OPENING STATEMENT
Chairman Kane introduced new trustee Melissa Panchley to the board. Chairman Kane praised the positive editorial in the Cape Cod Times regarding maintaining relationships with the Academy’s Taylor Point neighbors.
Chairman Kane welcomed back trustee/chair emeritus CAPT Galen B. Locke Jr. ’85. CAPT Locke served on the board for ten years. RADM McDonald, Chairman Kane, and Vice Chairwomen Waters presented CAPT Locke with a Chelsea Clock and thanked him for his service to the Board of Trustees. CAPT Locke stated it was an honor and privilege to serve the Academy and will continue to do so.
Trustee Turkington made a motion to approve Education-FY20-01 approving and accepting Honorary Degree Recipient CAPT Galen B. Locke Jr. ’85 for Commencement 20 June 2020, seconded, MOVED unanimously by roll call vote:

REPORTS FROM CAMPUS CONSTITUENTS
Regimental Commander
- CAPT Ed Rozak, Vice President of Student Services/ComCad reported in 1/C Nathan Moreira, Regimental Commander absence. CAPT Rozak narrated an orientation PowerPoint. There are 474 Freshman cadet candidates; the loss seven; fourteen cadets are from Panama; and the Orientation Mini Cruise to New York was a huge success. There are ninety-four cadet officers and squad leaders and the theme for the regiment is “effective communication.”
Student Government Association
- 1/C Cadet Collin Stephenson, SGA President reported they SGA is working with the business office to steam line paperwork. They have had “flash events” and a tailgate for students at the Chowder Bowl. The Spirit of Boston Cruise will be held 18 October 2019. The SGA is organizing the student lounge and storage.
PRESIDENT’S REPORT

RADM Francis X. McDonald, President reported Mr. Robert Maersk Uggla, CEO A.P. Moller Holding has also accepted to speak at Commencement 20 June 2020.

RADM McDonald reported on his upcoming trip to China. He will be visiting Shanghai Maritime University. RADM McDonald was invited to be the keynote speaker for the Maritime Universities Presidents Forum. He will be rounding out his trip by attending the naming of a ship for the Foremost Group.

RADM McDonald stated the Academy’s enrollment is strong and how fortunate he was to have the faculty and staff that he has.
STRATEGIC INFORMATION REPORTS
Student Life Committee Report
- CAPT Rozak gave his report under the Regimental Commander. Committee Chairman Prendergast reported he is excited for the “youngies” new chapter as cadets.
Facilities & Finance Committee Report
Committee Chairman Connor made a motion to approve Facilities & Finance-FY20-01, authorizes the President to spend up to Five Million Dollars from the Academy’s Reserve Fund along with entering into an agreement with the Massachusetts State College Building Authority (MSCBA) not to exceed Twelve Million Dollars to build a dormitory/conference center on the Beachmoor site, seconded, MOVED unanimously by roll call vote:

RADM McDonald stated the Academy made commitments to the Taylor Point Community. The Academy will not use eminent domain to acquire land, will minimize traffic in the neighborhood, a view impact study will be done; and there will be more frequent meetings with the Chairwoman of the Selectmen Board.
Marine Operations Committee Report
- Committee Chairwoman Chalas asked for updates. CAPT Brigid Pavilonis, Vice President of Academic Affairs reported the T. S. Kennedy was on standby for hurricane relief efforts and how important our national assets play a role in these catastrophic disasters.
Education Committee Report

MMA Parents Association
- CAPT Ed Rozak, Vice President of Student Services/ComCad reported in the absence of MMAPA President Mike Buzzell. CAPT Rozak reported the MMAPA had their first meeting recently for the new academy year. They continue to support the Academy and are looking forward to a great year.
MMA Foundation
- CAPT Elizabeth Simmons, Vice President of External Affairs reported Homecoming will be the weekend of 05 October 2019.
MMA Alumni Association
- Trustee Prendergast reported the MMAAA President Heather Twiss presented twelve awards at commencement this past June; the annual Red Sox outing was held on 04 July; a club hockey golf tournament took place on 26 July; the Lenny Clark Show was a great success, and the 31st CAPT Al Wilson Golf Tournament is scheduled for 04 October 2019 and is sold out.
