CALL TO ORDER 

Chairman Kane called the meeting to order at 0900 in accordance with the Massachusetts Open Meeting Laws. The meeting meets a physical quorum. The Massachusetts Board of Higher Education made remote participation meet quorums due to the COVID-19 pandemic. (Note: all participants were remote).

 

CHAIRMAN’S OPENING STATEMENT

Chairman Kane thanked the Admiral, faculty, staff, and students for continuing operations during the uncertain time of COVID-19. He requested a moment of silence for those who lost their lives in 911. Chairman Kane reported on an Open Meeting Law matter. The Clerk distributed the complaint a week in advance. During the meeting, the Chair first asked if members had time to review the complaint. If not, please speak up. No one did so. The Chair then updated the members as to the steps that he and the Clerk took when complainant first reached out to the Academy (prior to the formal complaint be submitted). He let them know that he and the Clerk reviewed the minutes and both found them to be an accurate reflection of the complainant’s comments. He then offered the members the opportunity to offer a different opinion, if they felt the minutes were not accurate. No one did so. He then informed them that he planned to refer the matter to legal counsel and asked for their consent. No formal vote was taken.
 

APPROVAL OF MINUTES  

Chairman Kane requested a motion to approve the Board of Trustees’ minutes from 12 June 2020 and 21 August 2020 as written. Trustee Wilkinson motioned to approve the Board of Trustees minutes from 12 June 2020 and 21 August 2020 as written, seconded, MOVED unanimously by roll call vote:

REPORTS FROM CAMPUS CONSTITUENTS  

Regimental Commander  

  • 1/C Dominic Vaccari, Regimental Commander reported on a successful first two weeks of the semester. He stated the regiment is adapting and overcoming the obstacles presented by the pandemic. He presented a slide show demonstrating assimilation. Cadet Vaccari stated the cadre wanted to make sure the freshman remember the fun times and thrive during assimilation.

Student Government Association  

  • 1/C Cameron Crosman, SGA President reported successful social distancing events. The SGA continues to work on the approach to fall activities.

Chairman Kane requested a motion to approve Chairman-FY21-01 to consider approving and accepting the 2-Year Voyage Plan, 2021-2022. PRESIDENT’S REPORT  

  • RADM Francis X. McDonald, President reported on a special morning formation in remembrance of 911.
  • He stated he continues to be humbled by all who have worked tirelessly since March to produce a quality education. He is pleased with the roll of the cadre and SGA for stepping up and filling a huge hole regarding singles in the dormitories.
  • RADM McDonald also thanked the Health Services department and parents for collaborating on the mental health of the regiment.
  • Dr. Jeffrey Cukor updated trustees on health protocols, mental health, and surveillance testing.

 

STRATEGIC INFORMATION REPORTS 

Student Life Committee Report  

  • Committee Chairman Prendergast reported on receiving positive feedback from students on campus. No other update.

Facilities & Finance Committee Report  

  • Committee Chairman Connor requested Ms. Rose Cass, Vice President of Finance to report on the expense due to COVID-19. Ms. Cass reviewed the current status.

Marine Operations Committee Report  

  • Committee Chairlady Chalas requested CAPT Brigid Pavilonis, Vice President of Academic Affairs and CAPT Allen G. Metcalfe, Jr., Vice President of Operations to give an update. No updates except students are living on the ship this semester and the manned models are being pulled from the pond.

Committee Chairlady Chalas requested a motion to approve Marine Operations-FY20-01 (amended) to consider approving and accepting the recommendations of the President for T. S. Kennedy planned activations for FY21 and, in the case where the President deems it necessary to adjust the sea term schedule to a May-June sea term, the Board further delegates to the President the authority to revise the previous recommendation made to include a May-June sea term in FY21. Trustee Panchley motioned to approve Marine Operations-FY20-01 (amended) to consider approving and accepting the recommendations of the President for T. S. Kennedy planned activations for FY21 and, in the case where the President deems it necessary to adjust the sea term schedule to a May-June sea term, the Board further delegates to the President the authority to revise the previous recommendation made to include a May-June sea term in FY21, seconded, MOVED unanimously by roll call vote:

Education Committee Report  

  • Committee Chairman Turkington asked CAPT Brigid Pavilonis, Vice President of Academic Affairs and Ms. Anne Marie Fallen, Vice President of Technology and Library Services for updates. Ms. Fallen updated the trustees on the Blackbaud fund-raising security breach.

Audit & Governance Committee Report  

  • Committee Chairman Wilkinson requested Trustee Turkington to summarize the president’s performance review. Trustee Turkington reported the president received a 97% approval despite the COVID-19 year.
  • Ms. Rose Cass, Vice President of Finance reported the audits are going well. Committee Chairman Wilkinson requested both investors to be invited to the next committee day for a brief overview of asset allocation; return on investment; commissions paid to investors; and benchmarks.

MMA Parents Association  

  • None.  

MMA Foundation  

  • CAPT Elizabeth Simmons, Vice President of External Affairs reported on the upcoming virtual homecoming event.

MMA Alumni Association  

  • Trustee Prendergast reported on the upcoming virtual meeting to elect new officers; many alumni are on the front lines against COVID-19; and fundraisers such as the Red Sox and the CAPT Al Wilson Golf Tournament have been postponed. Many sponsors are donating their funds for these events to go to the Cadet Emergency Fund. Between both events, $16,000 has been raise.
